Very interesting article. I have to agree with Canada's statement at the end that "many of the challenges outlined in the document are common when setting up a multinational operation abroad" however, if the canadian military spent time and funds on setting up Tim Horton's and ball hockey facilities, then the Canadians had their priorities out of order.
