I am in favor of reform and un-doing over criminalization that has led to so many of these unnecessary encounters. Violating tax law should not be dealt with by police for example.

Disbanding the police force means that the sheriffs department takes on the responsibility. The difference between the police and the sheriff is that the sheriff is voted in by us who live in his jurisdiction. Not hired by any city council who control the police.
