When I first read your post my thought drifted back to the 1970s. I was accepted to west Point in the summer of 1976 in the wake of cheating scandal which shocked the academy SFC Joe S. Davis Jr., MSM, DSL.
1. USMA in the summer of 1976, it was discovered that nearly twenty percent of the West Point Class of 1977 allegedly had cheated on their take-home examinations which were administered on March 3 and 4, 1976 when the Department of Electrical Engineering at West Point issued a graded home study project to 823 cadets enrolled in the standard course, EE-304. 1 The instructions on the assignment specified that there was to be no collaboration between cadets during the preparation of the project. During the grading of the papers on March 19, a notation by a cadet admitting unauthorized collaboration led to the discovery that 117 papers had similarities that suggested cheating. 152 cadets resigned or were expelled in 1976 as a result of this cheating scandal.
2. USNA. In January 1994 it was discovered that some midshipmen had obtained in advance a master copy of the final exam in December 1992 for Electrical Engineering 311. The course is notoriously difficult and required for all third-year students who are not engineering majors. An investigation into one of the largest cheating scandals ever at the United States Naval Academy will implicate about 125 midshipmen, or about 15 percent of this year's graduating class, Navy officials said today.
Some students simply received a computer message urging them to study a particular question on a previous year's test. They may be cleared or receive only reprimands. But in the most serious cases, involving the theft of a full copy of the test, midshipmen could face expulsion and even criminal charges.
3. USNA In 1974, 61 midshipmen were implicated in the use of crib sheets while taking an examination in a navigation course. Seven were expelled.
4. USAFA. In 1984, 19 cadets were suspended from the Air Force Academy for a year for cheating on a physics test, and Academy officials said they were certain that many others had also cheated on the exam.
Each of the military service academies made significant changes in the wake of these cheating scandals. My experience as a plebe at West Point was more challenging because the Firsties [class of 1977] all knew people who were expelled or who had resigned.
Cheating is a serious offense in the profession of arms because those who cheat in training may well cheat in operations.

The USAF just this last year had a number of officers who man the Minuteman launchers of the ICBM forces implicated in a cheating scandal. The whole nuclear space command became so problem bound that the missile forces were re-attached to the SAC structure.
