Its tough to pick a person to be your victim when that 'victim' may put a copper jacketed mosquito (or bumblebee) in you instead.

SGT (Join to see) murders plummeting by 20% because many people were present is an awesome victory towards fighting crime. Back fifty years ago, bystander and community (involvement) was in the common thread until witnesses began getting murdered themselves, for being community involved witnesses.
