How would you react if someone showed up to a uniform inspection with a ribbon rack like this?

Since its a Navy guy I'd toss him off the boat. I'd aim for a spot without any rocks or docks or whatever you guys call all that crap.

PO1 Richard Cormier - Ok, just giving you a hard time swabbie. My grandfather was in the Navy during world War One, My Dad worked at the Washington Navy Yard and Pearl Harbor as I was growing up for twenty years though he was Army during World War Two. Lived in Annapolis for five years. My Cousin graduated from the Naval Academy. I might have joined the Navy but at 6'6" I figured I'd be smacking my head on pipes all the time.

SFC Joseph Weber - PO1 Richard Cormier - I think that is the patch that an undesignated seaman wears. I believe this is the uniform of a female undes sailor.

It's a female Service Dress Blue uniform, and the Anchor means the owner is non-designated and attended Seamen Apprenticeship Training after Boot Camp, and is assigned to Deck Division (a "Deck Ape").
I know this for a fact because I was a Deck Ape myself for 2 years.

I would have said, "Great job, Seeeaaaman Schmedlapppp! You managed to get all those ribbons with all those sharp pins on without killing yourself from a massive loss of blood. I'm proud of you, son. Now I want you and everyone in your leadership chain in your Division to fall out of my formation and double time back to your rack. When you get there you are all gonna square away your yooouuuuneeeform then you're aaaalllll gonna reeeepoooort to my office post haste to show me you got it done right. Then we're all gonna have a little chat. How does that sound to you, Schmedlapppp? Good - FALL OUT!"

Pull them aside and tell them they need to have a better ribbon rack; ask them questions if they have a way to get a proper ribbon rack; if they don't, I would give them an old ribbon rack of mine (like one that would have 4 areas for 4 ribbons). I would also explain to them that this is unacceptable and provide the instruction on how the ribbons should be placed on the uniform (in this case, female service dress blues).

Perhaps this was a new check in and someone was messing with her.. Other than that, I imagine someone did this on purpose for the reaction value. It's hard to imagine someone could be this jacked up.. but then again, I have been surprised before.

LTJG (Join to see) - You know it's possible for someone to be hazed like this but there are people out there who don't care. And if I ran into this Sailor, I wouldn't have been the only one who said something to her.
A reservist just this past weekend had crows on his collar but no rank device on his cover. I asked him and he said that because it was given the wrong rank (E5 instead of E4). I told him, that usually you would not be permitted to wear the cover because it wouldn't be uniform. Either you have to get it correct or remove the crows and demote yourself.
But the reserves are a different animal all together.

WTH! Get the service member and his first line leader, state the obvious. Then have that FLL ASSIST that member in 15 minutes and re-inspect. Counsel both!
