It’s Not Over Until the Fat Lady Sings
Do you employ Social Media on a daily basis? Most elected officials have begun to do so as a way to communicate with their existing, and intended voter base. Quite often a remark will be made asserting their commitment to Veterans, and their achievements in that realm. For these elected officials, we pose one simple question; although it is unlikely to be answered: What has been accomplished during your term in office regarding The Table that is used to rate Service Connected Disabilities? ( please see onlyusa.us for details regarding The Combined Ratings Table ) The fact of the matter is, that no politician, on any level, has done anything to abolish the mathematically flawed Table, in the 100 years of its usage.
Ask your Senator or Congressman about HR 299, which appeared to be forgotten, after being passed from one committee to another for 43 years. Suddenly, President Trump made one phone call, and The Blue Water Navy Act for Vietnam Veterans was passed within days. Yet, the Committee manipulated the Bill by adding the verbiage “To include the Territorial Seas of Vietnam”. We’ve launched numerous inquiries as to what area, specifically, The Territorial Seas includes. Nary an answer has been received. By geographical definition, The Seas extend 12 nautical miles from the coast of Vietnam. That area is employed primarily by fishing boats. What it does not/did not include was our Aircraft Carriers, working around the clock , flying low ground support missions amidst the deadly defoliant. All of these birds of war returned to the carriers with Agent Orange covering the skin of their planes, and the pilots and crew left exposed.
Both topics were mentioned today not because of their connectivity. It is because of the specificity required for complete disclosure to The Veteran of all aspects of any legislation affecting his or her subsequent medical care.
We’re so appreciative of the current Administration’s efforts on behalf of all Veterans.
But, it’s not over.

Thank you my friend COL Mikel J. Burroughs for making us aware that Harriet Nix is trying to help US Navy Veterans of the Vietnam War.
As somebody familiar with legislative language which tends to be broad language. The Blue Water Navy Act for Vietnam Veterans was passed within days and Congressional Committee modified the Bill by adding the verbiage “To include the Territorial Seas of Vietnam”.
According to the treaty which I have linked to and posted an excerpt The Territorial Seas of Vietnam "exclusive economic zone is a sea area adjacent to and beyond the territorial sea of Vietnam, which integrates with the territorial sea to form a maritime zone extending to 200 nautical miles from the baseline.'
Therefore every navy vessel that operated off Vietnam from Aircraft carriers on riverine craft is covered by the Territorial Seas of Vietnam.

Article 12. Legal status of the territorial sea
1. The State exercises full and absolute sovereignty over the territorial sea, the air space over, as well as the seabed and subsoil of the territorial sea in conformity with the 1982 United Nations Convention on the Law of the Sea.
2. Vessels of all states enjoy the right of innocent passage through Vietnam’s territorial sea. Foreign military vessels exercising the right of innocent passage through Vietnam’s territorial sea shall give prior notice to competent Vietnamese authorities.
3. Innocent passage of foreign vessels shall be conducted on the basis of respect for the peace, independence, sovereignty and the laws of Vietnam and treaties to which the Socialist Republic of Vietnam is a contracting party.
4. Foreign aircraft is not permitted to enter the air space over the territorial sea of Vietnam unless otherwise agreed upon by the Vietnamese Government or provided in treaties to which the Socialist Republic of Vietnam is a contracting party.
5. The State has sovereignty over all types of archaeological and historical objects in Vietnam’s territorial sea.
Article 13. Contiguous zone
The contiguous zone is the sea area adjacent to and beyond the territorial sea of Vietnam, which is 12 nautical miles wide from the outer limit of the territorial sea.
Article 14. Legal status of the contiguous zone
1. The State exercises sovereign rights, jurisdiction and other rights stipulated in Article 16 of this Law over the contiguous zone.
2. The State exercises control within the contiguous zone to prevent and punish acts of infringement of the law on customs, tariff, health or immigration committed in the territory or the territorial sea of Vietnam.
Article 15. Exclusive economic zone
The exclusive economic zone is a sea area adjacent to and beyond the territorial sea of Vietnam, which integrates with the territorial sea to form a maritime zone extending to 200 nautical miles from the baseline.
Article 16. Legal status of the exclusive economic zone
1. Within the exclusive economic zone, the State of Vietnam exercises the following rights:
a/ Sovereign rights for the purpose of exploring, exploiting, managing and conserving natural resources of the waters superjacent to the seabed, of the seabed and its subsoil; as well as other activities for the economic exploitation and exploration of the zone;
b/ Jurisdiction with regard to the establishment and use of artificial islands, installations and structures at sea; as well as marine scientific research, and protection and preservation of the marine environment;
c/ Other rights and duties in conformity with international law.
2. The State of Vietnam respects freedoms of navigation and overflight, the right to lay submarine cables and pipelines and lawful uses of the sea by other states in Vietnam’s exclusive economic zone in accordance with this Law and treaties to which the Socialist Republic of Vietnam is a contracting party, provided that those operations are not detrimental to the sovereign rights, jurisdiction and national maritime interests of Vietnam.
The laying of submarine cables and pipelines is subject to written consent of competent Vietnamese authorities.
3. Foreign organizations and individuals may participate in exploring, utilizing and exploiting natural resources, conducting scientific research and establishing installations and structures in the exclusive economic zone of Vietnam on the basis of treaties to which the Socialist Republic of Vietnam is a contracting party, contracts signed in accordance with the provisions of Vietnamese law or with the permission granted by the Vietnamese Government.
4. The rights related to the seabed and subsoil are exercised in accordance with Articles 17 and 18 of this Law."

Harriet Nix - Legislative language is the language of obscurity and obfuscationable verbiage. Plausible deniability is the watchword of the day.... every day.
