A major factor in a decrease of reported crime/type of crime is the actual reporting.
If a State/City changes the classifications of crimes, it also changes the reporting.
As an example, in California, over the past 10 years there have been a number of changes made regarding crime classification which included decriminalization of some crimes and changing other types of crimes from felonies to misdemeanors.
It doesn't mean the actual number of the offenses have been lowered, they just aren't being reported the same.
There has been a large increase in shoplifting in California. A lot of it was driven by the State raising the dollar amount threshold for a felony. The shop owners quit reporting every offense and police quit responding to every reported incident. Numbers look lower while actual offenses increased.

Decades ago when I lived in NYC we had a candidate run for mayor promising that he would cut crime. He won the election and within the first few months he successfully cut crime by more than 20%...
He did it by ordering the police not to arrest people for jaywalking, littering and several other minor crimes that were strictly enforced under the previous mayor.

Crime statistics fell because prosecutors are not prosecuting. No magic bullet here, just plain old incompetence to duty.
