I would like to make two points:
- Some organizations will look at probability to describe risk. The faulty logic of this is what if the improbable occurs and it is catastrophic? Hurricane Katrina will illustrate this.
- It appears that Trump's mantra for hiring loyal people has backfired. Homeland Security is supposed to be the focal point of disaster preparedness and mitigation. The current Homeland Security Director was politically appointed with absolutely no understanding or experience. I think the situation devolved into the blind leading the blind.

Add to that the fact that politically appointed directors are forcing the career experts out out of their agencies.

It was a good article until it started identifying the modifying If past policies, without having an honest discussion about if the policies were working correctly. The way I read this article, they just assume all past policies were good. That may not be a good assumption. MHO

Kind of the way war is waged- it starts with what was successful LAST time- i.e. see the French in WWI. Some things about being in charge is when you take over you figure it can keep running the way it always has- until it doesn't. Policies need reviewed. adjustments must be made, and honest conversations must take place to ensure success of the mission at at hand.

Maj Marty Hogan What is frustrating is when one fraction of the attitude of “it worked that way in the past” starts making political accusations against the other, when they were just as guilty. A perfect example is testing for the swine flu: it was bad then, it’s bad now, we are fixing it.

The number of known cases in the U.S. is relatively low, but we have dramatically failed at proactive, intensive testing to determine the real scope of the problem. We have no idea how many actual cases we have in the U.S., or where they are right now, and without some quick and dramatic moves, that will not change... hanging of the stern on a fraying rope sounds about right.

This is the latest criteria for testing:

- Recently traveled to Iran, China, most of Europe or South Korea or come in contact with someone who has tested positive.
- Symptoms include fever, cough, and difficulty breathing, though there have been cases where people have tested positive with few or no symptoms.

This means many without symptoms will blend in with the populace and the cases will probably dramatically increase.
