SGT (Join to see) Had I been in the Oval office at the time I would also have Veto'd it. There were exclusionary clauses, and any Law written by Congress can be unwritten by Congress. The 1st time a clear definition of what a Citizen is, was in the 14th Amendment, and in that Amendment there were no exclusions. Congress isn't supposed to be able to change the Constitution, better the definition be in it than at the whim of Legislators.
