Thanks for letting us know SFC Joe S. Davis Jr., MSM, DSL I was in the Army long enough to see a two or three different OER systems which each had strengths and weaknesses however there always seem to be a tendency to have inflation in ratings.
Hopefully the USAF will have wise people involved in this officer evaluation process overhaul.

LTC Stephen F., when I was in, on a 10 point scale, 10 was good, 9 was adequate, and 8 with good words was the kiss of death - it could not be challenged due to the good words.

Capt Seid Waddell - I has a similar experience when as a young Captain a BG wrote a good OER for me. He used good words and rated me at 4 out of 10 with 1 being top. He had never put anybody that low which stopped me from being promoted to Major as a regular Army soldier.
