SCOTUS long ago established the principle, "The power to tax is the power to destroy". The power of taxation granted to the government by the people can NOT be perverted by government to destroy ANY "right of the people". The Court has ruled that a "poll tax" of any kind would be an abridgment of the right to vote, and is therefore unconstitutional.
The taxing power of the government exists so that the government can obtain the funds needed to pay for the costs of discharging the Constitutional duties of government. That power can not be re-directed to "discouraging" an exercise of a Constitutional right, by making it an overly expensive "privilege".
