To be honest I am not the least bit interested in the radical lame-duck Secretary of Defense's views on a potential Congressional continuing resolution SFC Joe S. Davis Jr., MSM, DSL.
Under Ash Carter's tenure he has implemented so many radical changes to the military personnel system and he seems to have been the point man in the Obama administration for focusing more on successful social change than mid-to-long term integrated personnel, equipping, modernization and sustained strategies.
