Problem with breaking them apart is that with the two someone who is disabled and can't work in most jobs can survive and the disability was a direct result of their service in the military. Another attempt at bean counters looking at the beans and not who planted, grew, and brought in the harvest of the beans.

One possible little known fact is that the US government collects a sizable chunk of your first military retirement paycheck if you are over 50% service-connected VA disability rated SFC Joe S. Davis Jr., MSM, DSL.
I am currently rated at 80% service-connected VA disabled. My first military retirement check was deposited in my bank account with 1/3 collected back before taxes - the collection was titled VA Waiver.
While it was $1,300 or so in my case if that happens to every retiree who is disabled the government would be collecting $millions each year.
I am glad that the CBO report recognizes [should have been DoD 's but the article used VA’s] "retirement and VA's disability system has a dual purpose, to reward those who spend their careers in uniform while recognizing the impact of military service on the human body."

LTC Stephen F. , hopefully your CRDP is in effect and if you are eligible for CRSC, please apply for that. With the CRSC, it is either combat related or an injury or illness that occurred during training for war.

SFC William Farrell - after the first collection on November 1, I have been getting my VA disability and Army retired salary as well. December 1 and December 30 as well.
