CPT Gurinder (Gene) Rana For Sailors any Officer that wears Stars on their Collar is a "Flag Officer". If they take Up Command and Control Functions on a Ship, Hell even if they Visit a Ship that Ship is going to Fly a Flag with their Number of Stars on It. Thus the Term.
