To me crowdsourcing is a pejorative SFC Joe S. Davis Jr., MSM, DSL. Expert sourcing makes much more sense than crowdsourcing which by its very name implies sourcing to a crowd of applicants which generally range from ignorant to somewhat competent generalists to those who really are best suited.
The broad public is best suited to provide feedback on what is working and is not working in terms of government services.
In this sense, well-designed surveys may be used to identify what is working, what is broke and potential solutions to focused issues.
Town-hall meetings which are focused can well elicit good comments - especially if those invited are given time to think about the subject matter.
The proverbial good-idea fairy may be applicable in submission of well-thought through ideas for presentation to the Federal government. This would be an interesting application for artificial intelligence to sort through the potential of millions of submissions - from spurious to serious.

I agree. A crowd of people might contain subject experts or it might just be a group with no better place to be.

Crowdsourcing might be a modern term for obtaining needed goods/services, ideas, and actual content from an unspecified group, i.e. "crowd," but its precise application is murky and without official rules so I surmise it would be untenable for the great provider of rules and regulations - the US Government. Crowdsourcing provides feedback and so might fit in somewhat in the QA office but certainly not in development and operations. Using people without a vested interest or a stake in the process would not be ideal in normal government.
