In farewell to troops, Obama urges restraint in using military force

Can we chastise him for making such ridiculous pronouncments on a farewell tour?
Our footprint's not a small fraction of its former size; it's smaller, granted, but hardly microscopic. Any given day, about half our nation's active service members are deployed, getting ready to deploy or just coming off a deployment, in a lot of cases due to multiple rotations and follow-on teams. If we're less engaged or disengaged (which we're not), it's only because of his failed policies at neo-isolationism and apologias vis-a-vis other nations.
Which leads to the horrific state of our foreign policy, particularly regarding Russia, China and the Middle East, and not necessarily in that order. I blame a lot of that on the president and his two chief diplomats, Hillary Clinton and John Kerry. And if he'd truly given a damn about the welfare of our uniformed men and women, he would've sought a much higher raise percentage than 1.3 or 1.8, which almost isn't worth the administrative cost it takes to implement.
As far as thugs and murderers are concerned, he almost could've been describing Black Lives Matter with that labeling, a group he not only doesn't have a problem with, but he's actually invited to the White House. And I disagree with his assessment of terrorism being a non-existential threat. It very much is, and I'll be very surprised if somebody doesn't strike within the next six months.
