That is a strange perspective my friend PO1 William "Chip" Nagel Since it comes from NPR I am not surprised it is over the top.
Here were I live in Northern Virginia, I received messages from a predominantly black Baptist church and a number of mixed churches - the messages invariably have invite me and my wife to participate remotely.
Certainly churches have petitioned to reopen their doors since many are hurting and attending church and fellowshipping brings comfort to many - especially those with no family nearby.
With the advent of the protests around the nation and governments at state and local level ignoring recommended distancing regulations, it was perfectly reasonable for businesses and churches to petition opening their doors to allow people to come inside for praise, worship and fellowship.
NPR wants to make this a race issue. As anybody familiar with the Bible recognizes, race was not an issue in the Bible times. The people of Israel looked like their neighbors for instance.
Slavery was a common practice in those centuries. Slaves were often losers in warfare. Indentured servants are even regulated in the Old Testament. Year of jubilee had special significance for indentured servant.

He lost any sympathy from me as soon as I saw "Black Lives Matter" and the Black-Power clenched-fist on his sash. Politics doesn't belong in the pulpit.
