Not sure how the budget has been working under CR's, but I NEVER had any O&M money left over after a year. I spent every dime... granted as an Engineer, it is easy to do!

I think it impacts more on the availability side of O&M but then I also never had to operate on a CR.

LCDR (Join to see) CWO3 Dennis M. Of course, on another note, does anyone else find it sad that these Congressmen write a bill to solve a problem they created? If they had passed a fricking budget anytime in the last decade, there really would't be this problem, or not of this magnitude....

Sounds like the old shovel ready projects. It took me a while to adjust from a use it or lose it process in the military to bonuses for coming in under budget. One year to plan through contract is ridiculous, it will result in waste and corruption.

LCDR (Join to see) It would be nice to see O&M go to a two year plan, but once again I see these congressional committees digging in and are not willing to give away even one inch of power. Why not give it a try for 2018?
