What is your saying for the person who just can't seem to get it together no matter what?

Usually Military people were not the ones I even had problems with, only one exception and I ended up firing Her. Most the Military people understood the concept of teamwork, they were always on time for work and would do things because they needed to be done and didn't complain. I have had a few civilians thought that never seemed to grasp the concept of what is expected when You take a job. Most those moved on themselves, some that didn't had to be terminated. One individual told Me (after a very poor working History) when I fired Him, He said "You can't do that to Me" I replied " I guess I can, I just did now get off the property and don't come back or I'll call the Police and have You removed" Unlike some in Management I didn't detail others to do the terminations, I did it Myself, If You don't have the backbone to face them Yourselves then maybe You shouldn't be the Manager in the first place is the way I saw it. That is not a task that should be delegated to another.
To address Your original question, In terms of Their lack of understanding, one of My quotes was " The Elevator doesn't reach the top Floor ! " or as prompted in some cases, " What We have here is a failure to Communicate." (to quote a line from Paul Newman movie, cool Hand Luke ) I expect Humans to make mistakes, that what they do but there are limits and some go way beyond those limits. I feel overall usually good performance does count but usually the screw ups are pretty consistent and its a repeat pattern.

Had an ex-Navy guy who worked as my help desk supervisor. He called one morning and said he was going to be late because he was just leaving his girlfriend’s house in Austin. That’s ok except his job was in Dallas. When he did it again a couple of weeks later that was a bit too much and I let him go. That boy was simply two hushpuppies shy of a #3 catfish platter.
