BLUF: Who to go to for getting actions IAW Army Regulation done?

I have two ongoing unresolved EO issues with

Recruiting Outreach Company, Marketing & Engagement Brigade
&
Second Battalion, Fifth Special Forces Group (Airborne)

Where EO Complaints were not taken seriously as their Commander's sanction their units discrimination. What is the optimal pathway to resolve this. I do not care about this "weaponizing EO" or "Wasting resources" UCMJ I will alledgedly get, we shouldn't fake an EO program. Remove the program or have it do something past doing nothing or going after the victims.

Currently Brigade Level EOA is useless, IG is useless, 101st Division/Fort Campbell EO Office is useless.

I'm currently attempting to contact First Special Forces Command (Airborne), and Marketing & Engagement Brigade again. Is there a better resource? I'm aware of more minor, but validly important issues being escalated to the Department of the Army now, how do I get that to happen or better?

Not much to go on here as there is just complaint from your viewpoint. Regardless, there is a process DoD is tied to if, and only if, you file a FORMAL complaint. That starts the 180 day clock. If not resolved to your satisfaction, then you can escalate to the EEOC. Brush up on some Title VII stuff from the EEOC website. The cause/effect aspects of a prohibited practice must be established, not assumed or presumed. I've rattled around that world a lot from O-4 on and was the EEO rep on the CS side when I went reserve. It isn't IG swim lane, hence you're wasting your time there. Also the IG works for the Skipper and orients to the Command, not you. Make a record of whatever retaliation you perceive. That typically doesn't get sorted on the MIL side but becomes part of the EEOC side later on. Absolutely don't let the clock run out on you. There is a specific cut off date from the day you file formal locally to when you file with the EEOC. Late = Denial. Your Skipper doesn't want outsiders dropping in. The Flag doesn't want to see a report related to outsiders dropping in. There are always Skippers fired every year because they botch this stuff, especially the sexual harassment side. They got fired because the issue got beyond the MIL side perhaps more so than the case itself. It's in the best interest of your Skipper to have it done right, but sometimes they don't see it. I'm aware of three Navy Skippers getting canned this year and I'm sure there are more. Good luck.
