You’re overthinking this. When a Recruiting Station builds an applicantion, it requires quality control checks at the Station, Company, Battalion Operations, and finally Health Service Directorate checks. This is all in an effort to prepare the applicant for the selection board. A board of officers will review each packet and select the best qualified. Then HSD will publish a selection list. They have to make sure all required documents are present and that you’ve been prescreened for Senate Confirmation if you’re selected. Keep in mind, this isn’t an enlisted promotion or even an NCO promotion. Earning a commission is a big deal. A commission is never given lightly and requires multiple checks, remember that commissioned officers are authorized by and governed by law.
