As SFC Hurst said earlier, Fallout is basically I'm done with this formation at this time. Duty day is not over. You are turned over to your Platoon Sgt/Ldr. Dismissed means I'm done with this formation for the rest of the duty day and the formation is released.

In my recollection it means the person in charge of the formation is done with you. Traditionally you about face and go about your business in an orderly manner. In an office setting a subordinate being dismissed is obligated to leave. Level of formality depends on Service and situation. Normally, if seated stand to attention and leave the area, tent, room, etc. Some Services include saluting the senior service member before leaving.
