I attended an NTSB conference on this topic and they were investigating changing their policy to do something similiar

If you have a drinking problem, Seek help with alcoholics anonymous or with the command driven sobriety.
I suspect this General committed suicide because he was drinking too much and not because he had lack of sleep.

A U.S. Army Major General who hanged himself in July last year at an Alabama military base was suffering from self-doubt and sleep deprivation, according to an Army report released Wednesday.
