We emasculated the military during the 70's, rebuilt the division structure into a viable deterrent against the Soviets, decided we weren't going to have conventional wars after the collapse of the Soviets, then fight one conventional war in the 90's, get away from conventional war again, then fight another in 2003, then go to the BCT's and SOCOM focused warfare, now all of a sudden we are back to conventional threats and need the heavy divisions again. We always seem to be fighting the last war.
