Thanks for reminding us SP5 Mark Kuzinski that on October 16, 1968 during a series of "meetings with U.S. Ambassador Ellsworth Bunker, South Vietnamese President Nguyen Van Thieu insisted that North Vietnam assent to three conditions prior to a bombing halt. He said the North Vietnamese had to (1) agree to respect the neutrality of the Demilitarized Zone (DMZ), (2) stop shelling South Vietnamese cities and towns, and (3) agree to South Vietnamese participation in the Paris talks. He also demanded that the National Liberation Front, the Communist political organization in South Vietnam, be excluded from the negotiations."
Unfortunately those conditions were not accepted as precondition during the "secret" Paris Peace Talks or the poorly mismanaged Vietnamization program.

From My experience in Viet Nam bombing halts were a one way street, We stopped bombing the other side moved into position and struck. Every time there was a bombing halt We were attacked, rockets, mortars, ground attack or all three. They used the quiet to move into position to strike again. We learned to hate bombing halts ! The Communist proved over and over again they could not be trusted !
