He took Reagan's quote completely out of context. It's tantamount to a rapist hearing 'don't stop' when the victim actually said 'Don't! Stop!'
Reagan's quote was: "I think you all know that I've always felt the nine most terrifying words in the English language are: I'm from the Government, and I'm here to help."
Cardonas said, "I think it was President Reagan who said, 'We're from the government. We're here to help.'"
