I do not understand how the TAO and CIC watch officer did not have situational awareness of the surface picture, what was more important that that task while transiting a busy shipping lane. Both of these officers were senior and more experience then the OOD. Why were they not in the OOD rotation in condition III steaming. Let the junior officers sit in CIC and learn skills. I agree with the Admirals decision here Lt. Combs was the senior officer on watch that night. She had a duty to the crew to not kill them in their sleep and a duty to the Captain to not have the bow of another ship yank him out of his rack onto the weather decks. Back in the day they would have been hanging from the yardarm by first mornings light. LT Brad McInnis CDR Mike Kovack Maj Marty Hogan MCPO Roger Collins LTC Ivan Raiklin, Esq. CWO3 Dennis M. - The Biddle also lost her rudder in the Red Sea in 1990.

CDR Dan Cunningham - Wow, I didn't know that, but I retired in 1990, so that might explain why I never heard about the Biddle. When you say "Lost her rudder", do you mean Physically lost her rudder? Or just lost rudder control? I would love to hear more to this story.

CWO3 Dennis M. - The Biddle's rudder dropped off the ship and settled at the bottom of the Red Sea. I believe divers recovered it, but the ship had to go back through the Suez and get to Toulon for repairs.

CDR Dan Cunningham - I bet the ship yard that attached that rudder must have been scrambling, and I bet more than one head rolled.

PO1 Tony Holland That is what the court martial should determine. Officers bear a huge burden of responsibility!

She’s getting the big blue weenie from her peers in the worst way. She was wrong, but they’re making her out to be the worst thing smoking. But no senior officers are having their feet held to the fire.

In the Navy, when you're on watch you are the "senior officer."
