The fog of war has affected assessments and being under stress affects judgment which is probably why the sailors thought they saw torpedoes SP5 Mark Kuzinski
Ho Chi Mihn had long announced that he wanted to unify Vietnam again - under him. Our former ally from WWII had become our nemesis. Whether or not we go involved in Vietnam millions would have been killed in the North's campaign to retake the south.
Retaliation or preemptive strike. In those days munitions delivery were much less accurate, efficient and effective. Target damage assessment was also much more problematic that in has been with advanced satellite imaging capabilities.
We had been engaging in covert warfare in Southeast Asia for some time because we were not just interested in Vietnam. Our interests extended from India/Pakistan through Burma, Thailand, Cambodia and Vietnam down to Malaysia and Indonesia.

Yes, war is diplomacy through other means. It is sad that with great modern communication many people refuse to hear what other people say.
