The Viet Cong were doing their best to prove they had not been destroyed in the response to their TET 1969 offensive SP5 Mark Kuzinski. The VC were savvy in terms of exploiting the news cycle to this nation. While they lost heavily in terms of their people their actions moved many USA citizens from supporting or being neutral about the Vietnam War to being opposed to it.
After TET 1969 the VC were less of a nationally viable force. By August 1969 they could still bring assets to bear locally but their ability to launch massive and widely distributed offensive campaigns was degraded.
The VC lost heavily during the Vietnam War but they were a strategic asset in the war to change the hearts and minds of the American people.
