Well in their defense in 1973 cigarettes were only beginning to be universally recognized as a health hazard, plus I'm reasonably sure big tobacco probably donated them to get something from the US government so no cost involved with including them. Actually cigarette ads were banned in 1971 so this was probably some attempt to get that ban reversed.

They were still the same emergency rations (- cigs). We had to break them out after a space flooded out. I had a jar of the hard candy (lifesavers really) on my desk, and it was the only time the jar wasn't empty!
