Not surprisingly the former USAF chiefs reminded Air Force Chief of Staff Gen. David Goldfein that as far as improving command and control the USAF has a fair bit of flexibility to adjust squadrons. Howver fiscal realities could throw cold water on his command and control plans. It is unlikely that there would be funding made available or the USAF to acquire the aircraft and materiel, personnel and unit training [OPTEMPO], munitions, spares and pay for a significant change to command and control SFC Joe S. Davis Jr., MSM, DSL.
That being said his plans to "overhaul the structure of squadrons, improve command and control, and strengthen how the service develops joint leaders" seem to be on the right track; but, he needs to incrementally improve the USAF and work on improving the basics and leverage existing funds to do as much as possible.

As far as integrating reservists into active duty squadrons, the US Air Force would be hindered by the Congress which would not allow the state based Air Guard units to lose their state missions. Full integration would eliminate the concept of reserves for emergency total war purposes. A full rework of many laws, including the 1947 creation of the Department of Defense, would be necessary and so that most likely would not happen. The concept of the National Guard for frontier defense in emergency situations goes back to 1636.

SSgt Robert Marx - I certainly concur with you that Congress would probably unite across the aisle against any proposal to give the Army or the USAF the authority to take over the National Guards priority. USC 32 [Title 32] would need to be modified significantly which is very improbable.
FYI I am traveling to Martinsburg, WV Air National Guard Base to get my blue retired ID card on October 6. The active military personnel office wouldn't allow me to get my ID card replaced before the actual expiration date which happened to be the Saturday of a three-day weekend.

They want more $ ! Maybe the Air Force Song should have a stanza asking for more $ ! And, we can bet those $ will not be for CAS capabilities!
