This is reporting a penalty. Yes the cost are great. But by not meeting the goals they are eating g the cost overrun. The government may be getting it right. Still believe there are two flaws in our military budgeting. One thing I could never understand is the penalty units suffered by not spending all of the budget. They would loose the money they did not spend the next year. I think they should be awarded for staying under budget. Not the opposite. One unit I was in had a huge budget. Come September 1, we would buy all kinds of crap just to get our budget spent. The other thing is the perfection angle in acquisition. For example if they wanted 100 hammers many times it would take 200 from the manufacturer to meet specs on 100. The rest had to be destroyed. Why can't a unit that needs a hammer go to a store and buy a hammer.
