Yes, SSG(P) (Join to see) I concur with the "Department of Homeland Security (DHS) spokesman [Tyler Houlton, who] late Saturday December 23, 2017 labeled a string of shootings in Harrisburg, Pa., targeting police officers a terror attack." by 51-year-old Ahmed Amin El-Mofty, benefited from extended family chain migration, which takes place when immigrants in the U.S. sponsor other family members for visas.
“Ahmed Amin El-Mofty was a naturalized U.S. citizen who was admitted to the United States from Egypt on a family-based immigrant visa. El-Mofty was killed yesterday in a shootout after allegedly opening fire and targeting police at multiple locations in Harrisburg, Pennsylvania,” the acting DHS press secretary said. “The long chain of migration that led to the suspect's admission into the United States was initiated years ago by a distant relative of the suspect."

Capt Gregory Prickett - you may remember Timothy McVeigh in the 20th century and John Brown in the 19th century were domestic terrorists who engaged government forces and activities [Mullah Federal Building in Oklahoma City and harpers Ferry Armory in Harpers Ferry, WV respectively.]
1. If had engaged one police officer and stood his ground or pressed the attack I would say suicide by cop would be reasonable.
2. However, he engaged three different police officers in different areas over an hour or so and seems to have been targeting police officers [assessment by PA sate police].
"The series of incidents began around 4 p.m. Friday afternoon, when there were a number of gunshots fired in the area of Third Street near the Pennsylvania Capitol.
Dauphin County District Attorney EdMarsico said El-Mofty initially fired "several shots" at a police car belonging to a Capitol Police officer at 4:10 p.m. in the area of 3rd and Walnut streets. One shot came "very close" to hitting the officer, but the officer was able to escape uninjured.
El-Mofty then fired several shots at a Pennsylvania State Police trooper about 30 minutes after the initial shooting."She was struck by one of those shots, but is doing well," Marsico said, adding the trooper is expected to make a full recovery.
Marsico added the trooper was chased by El-Mofty to the Allison Hill section of the city to the area of 17th and Mulberry Streets, where he opened fire at officers with two handguns.
Officers returned fire, shooting and killing El-Mofty. A device was found next to El-Mofty, but Marsico said it ended up being "of no import."
No other police officers or civilian injuries were reported. Marsico said it "certainly appears that there's no doubt" he was targeting police officers.
Marsico commended responding agencies, and said the incident could have been "tragic" given that the shots were fired at police cars in rush hour traffic, and then into a residential neighborhood."

Capt Gregory Prickett - Modern random terrorism rarely is based primarily on politics. Radicalized leftist and Muslims started random terror in the 1960's I did research in the late 1970's on the PLO and PLA splinter groups- The Japanese Red Army and the Baader Meinhof [Red Army Faction] employed similar methodology.
In the 21st century al Shabaab in Kenya, al Qaeda and ISIS as well as Boko Haram have employed similar random terror tactics based primarily on their faith over poliitics.
Motives are the indicator of terrorism. Since the perpetrator is dead, thankfully.
The investigation will eventually uncover his likely motives to go on a shooting rampage in the days prior to Christmas.
If this occurred during daytime in Ramadan I would suspect it would not be a terrorism incident.
