Premier Nguyen Cao Ky announces that South Vietnam would not negotiate with the Communists without guarantees that North Vietnamese troops would be withdrawn from the South. He also said that his government would institute major reforms to correct economic and social injustices. Also on this day: In the United States, President Johnson signs into law a bill making it illegal to destroy or mutilate a U.S. draft card, with penalties of up to five years and a $10,000 fine.

Thanks for reminding us that our former ally in WWII Ho Chi Mihn had turned from freedom fighter to ruthless communist SP5 Mark Kuzinski. He knew about total war first hand and we forgot the lessons that the only way to deal with ruthless tyrannical governments is through total war and unconditional surrender.
Bo Ho Chi Minh and South Vietnamese Premier Nguyen Cao Ky understood that lesson and were prepared to live or die by the conflict. They were the pigs in the breakfast metaphor why at most we were the chicken that laid an egg or perhaps a wheat field which yielded a crop to the war fight but had no real commitment to the outcome.
