Why Is The VA Appeals Process Broken?

I am still waiting on my VBA evaluation results from 2015 and early 2016 SFC Joe S. Davis Jr., MSM, DSL. I was advised by the Patient Advocate at Martinsburg, WV VAMC never to submit an appeal to the backlogged VBA-system unless I had significant changes in my service connected disabilities. Each additional appeal slows down all appeals submitted after it.

I am reminded of the company requiring a particular electronic control unit to replace one that had broken down on a critical production line. The purchasing agent paid 50% extra for rush service.
When the unit did not come in when it was promised the PA called the company to find out where the control unit was - and was told that it hadn't shipped yet.
He was told that the rush order screwed up their system, and what would normally take three days to ship will now take five days because of the rush.
True story - you can't make this stuff up!
