It seems the author of this law probably does have bats in their own belfries CW5 Jack Cardwell :-)
While it is true that bats can be beneficial for eating pests they can also carry rabies from eating rabid pests.
I understand that the pro5tect the bat crowd supports the North Carolina statute that "prevents residents from removing bats during their mating season, which occurs between May 1 and July 31."

I had a home in Coastal NC. For those who've never been lived in coastal NC, it is subject to high winds, especially during hurricane season.

The home was on a large wooded lot and several LARGE trees on the lot were dead and in danger of coming down in high winds. I called a tree service to remove the trees. The tree service informed me that they could not remove those dead trees because those trees had some value to some kind of woodpecker. Both I and the tree service would be subject to severe fines. I called the NC DEQ, they confirmed that the trees could not be removed, and that I would be heavily fined, per tree. There were lots of trees that wouldn't come down and hit the house, but SELECTIVE culling was out of the question.

During my tour at Camp LeJeune none of the trees came down. Eventually I sold the house. About 6 years later, during a severe thunderstorm, one of the trees came down and severely injured a child and her mother sitting at the dinner table. Nobody could tell me whether or not the woodpeckers were OK.
