A day late and many dollars short and not enough serious effort to turn the tide. South Vietnamese President Ngo Dinh Diem reluctantly put a little effort to introduce the first in a series of agrarian reform measures. If he had been serious about this effort he may have dampened the peasants support for the Viet Cong [Viet Mihn in those days]. Things are much cleared in hindsight.
If Diem understood how fragile Vietnam was and how little support the USA had for him as a leader, he might have reconsidered his stance. Of course, he danced with the devils and was killed in much less than a decade.
