Thanks for reminding us of the unsurprising news that on July 18, 1955 the Soviet Union announced that it would grant Hanoi 400 million rubles (about $100 million) in economic aid SP5 Mark Kuzinski.
In the 1950s through 1970s, the USSR and China were competing to see who would be THE communist savior and primary advancer of worldwide communism.
The USSR and China competed over Vietnam and sometimes worked in parallel but rarely.
Ho Chi Minh was a perfect leader for North Vietnam - he had fought alongside the allies when it made sense against the Japanese in WWII, he led the fight to oust the French form French Indochina, and he led North Vietnam to comparative greatness while waging total war against the south Vietnamese people and government.

I believe How studied in Vienna as well. An uncolonial viewpoint.is to suggest that the French could.have cooperated with Ho well prior to WWII and established a friendly relationship, rather than the colonial servitude. The Japanese would still have looked to conquer Indochina, but How may have looked to the Allies for help (as they did) but with different expectat ions with the French. Afterwards, our alliance with France was stronger than that with Ho (naturallyrics being a communist). Hindsight is 20/20, now isn't it.
