In my Mom's small town of San Marcos de Ocotepeque located in the foothills of Southwest Honduras, I would have no problem getting a photocopy made. I would have no problem buying a digital camera, I would have no problem buying a cell phone. There are small entrepreneurs in most towns and villages.
Every Adult has a government-issued photo ID in Honduras or they go to jail!

Her comparison of a small town not having any infrastructure for photocopying, Wi-Fi, cell phone reception or having a municipality not having a copy machine available does not make sense at all! Even in a poor or remote Indian Reservation, the Chief and Council would make arrangements to pick people up who could not drive or walk and make copies at the polling station.
