That seems like an expensive undertaking to be footed by taxpayers IMHO, my friend Sgt (Join to see).
I would expect the requirements for system design will be much more useful that search for evidenced life. I t would be sad if the authorization and appropriation bills for this enterprise were focused on finding evidence of life on a moon of Saturn.
Too many seemed to be enamored with finding evidence of life elsewhere while there are issues like distribution of existing food to areas in desperate need that are risky based on war or government corruption or both.

This effort by NASA reminds me of the Roman Circuses which were designed to entertain the populace and get their minds off their plight.
