Well, if the city you pay taxes to doesn't come to your assistance in your time of need... indeed keeping you from even doing business in many cases... and the police stand idly by watching your goods be stolen, and the fire department allows your business to burn to the ground, and the residents who would ostensibly be your customers take part in the destruction of your business...
I don't think there is a whole lot of thinking necessary when you decide to take your business elsewhere. I can't blame them, not one bit. And if I were them, I'd take the time to explain it in very clear terms what you were doing and why.

If all of those things that you listed happen to me, I would just leave. Obviously they did not care before, why would they listen now or in the future? Just move on (elsewhere) and enjoy life.
