Thanks for reminding us that promises based on intelligence forecasts can be fickle SP5 Mark Kuzinski. In 1964 Secretary of Defense Robert McNamara said the United States had no plans to send combat troops into Vietnam. We had special forces operating there at that time.
In hindsight his statement seems ill-advised but at the time I expect he was telling the truth as best he knew it.
