Jean-Jacques Rousseau remains an important figure in the history of philosophy, both because of his contributions to political philosophy and moral psychology and because of his influence on later thinkers. Rousseau’s own view of philosophy and philosophers was firmly negative, seeing philosophers as the post-hoc rationalizers of self-interest, as apologists for various forms of tyranny, and as playing a role in the alienation of the modern individual from humanity’s natural impulse to compassion. The concern that dominates Rousseau’s work is to find a way of preserving human freedom in a world where human beings are increasingly dependent on one another for the satisfaction of their needs. This concern has two dimensions: material and psychological, of which the latter has greater importance. In the modern world, human beings come to derive their very sense of self from the opinion of others, a fact which Rousseau sees as corrosive of freedom and destructive of individual authenticity. In his mature work, he principally explores two routes to achieving and protecting freedom: the first is a political one aimed at constructing political institutions that allow for the co-existence of free and equal citizens in a community where they themselves are sovereign; the second is a project for child development and education that fosters autonomy and avoids the development of the most destructive forms of self-interest. However, though Rousseau believes the co-existence of human beings in relations of equality and freedom is possible, he is consistently and overwhelmingly pessimistic that humanity will escape from a dystopia of alienation, oppression, and unfreedom. In addition to his contributions to philosophy, Rousseau was active as a composer and a music theorist, as the pioneer of modern autobiography, as a novelist, and as a botanist. Rousseau’s appreciation of the wonders of nature and his stress on the importance of feeling and emotion made him an important influence on and anticipator of the romantic movement. To a very large extent, the interests and concerns that mark his philosophical work also inform these other activities, and Rousseau’s contributions in ostensibly non-philosophical fields often serve to illuminate his philosophical commitments and arguments.

1. Life
Jean-Jacques Rousseau was born in the independent Calvinist city-state of Geneva in 1712, the son of Isaac Rousseau, a watchmaker, and Suzanne Bernard. Rousseau’s mother died nine days after his birth, with the consequence that Rousseau was raised and educated by his father until the age of ten. Isaac Rousseau was one of the small minority of Geneva’s residents who enjoyed the rank of citizen of Geneva, a status which Jean-Jacques was to inherit. According to Rousseau’s own subsequent accounts, the haphazard education that he received from his father included both the inculcation of republican patriotism and the reading of classical authors such as Plutarch who dealt with the Roman republic. On his father’s exile from the city to avoid arrest, Jean-Jacques was put in the care of a pastor at nearby Bossey and subsequently apprenticed to an engraver. Rousseau left the city at the age of sixteen and came under the influence of a Roman Catholic convert noblewoman, Francoise-Louise de la Tour, Baronne de Warens. Mme de Warens arranged for Rousseau to travel to Turin, where he converted to Roman Catholicism in April 1728. Rousseau spent some time working as a domestic servant in a noble household in Turin, and during this time a shameful episode occurred in which he falsely accused a fellow servant of the theft of a ribbon. This act marked him deeply and he returns to it in his autobiographical works.
Rousseau then spent a brief period training to become a Catholic priest before embarking on another brief career as an itinerant musician, music copyist and teacher. In 1731 he returned to Mme de Warens at Chambéry and later briefly became her lover and then her household manager. Rousseau remained with Mme de Warens through the rest of the 1730s, moving to Lyon in 1740 to take up a position as a tutor. This appointment brought him within the orbit of both Condillac and d’Alembert and was his first contact with major figures of the French Enlightenment. In 1742 he travelled to Paris, having devised a plan for a new numerically-based system of musical notation which he presented to the Academy of Sciences. The system was rejected by the Academy, but in this period Rousseau met Denis Diderot. A brief spell as secretary to the French Ambassador in Venice followed before Rousseau moved to Paris on a more permanent basis from 1744, where he continued to work mainly on music and began to write contributions to the Encyclopédie of Diderot and d’Alembert.
In 1745 Rousseau met Thérèse Levasseur, a barely literate laundry-maid who became his lover and, later, his wife. According to Rousseau’s own account, Thérèse bore him five children, all of whom were deposited at the foundling hospital shortly after birth, an almost certain sentence of death in eighteenth-century France. Rousseau’s abandonment of his children was later to be used against him by Voltaire.
In 1749, while walking to Vincennes to visit the briefly-imprisoned Diderot, Rousseau came across a newspaper announcement of an essay competition organized by the Academy of Dijon. The Academy sought submissions on the theme of whether the development of the arts and sciences had improved or corrupted public morals. Rousseau later claimed that he then and there experienced an epiphany which included the thought, central to his world view, that humankind is good by nature but is corrupted by society. Rousseau entered his Discourse on the Sciences and Arts (conventionally known as the First Discourse) for the competition and won first prize with his contrarian thesis that social development, including of the arts and sciences, is corrosive of both civic virtue and individual moral character. The Discourse was published in 1750 and is mainly important because Rousseau used it to introduce themes that he then developed further in his later work, especially the natural virtue of the ordinary person and the moral corruption fostered by the urge to distinction and excellence. The First Discourse made Rousseau famous and provoked a series of responses to which he in turn replied.
Music remained Rousseau’s primary interest in this period, and the years 1752 and 1753 saw his most important contributions to the field. The first of these was his opera Le Devin du Village (The Village Soothsayer), which was an immediate success (and stayed in the repertoire for a century). The second was his participation in the “querelle des bouffons”, a controversy that followed the performance in Paris of Pergolesi’s La Serva Padrona by a visiting Italian company and which pitted the partisans of Italian music against those of the French style. Rousseau, who had already developed a taste for Italian music during his stay in Venice, joined the dispute through his Letter on French Music and the controversy also informed his (unpublished) Essay on the Origin of Languages. Rousseau’s emphasis on the importance of melody and the communication of emotion as central to the function of music was in opposition to the views of Rameau, who stressed harmony and the relationship between music, mathematics, and physics. Rousseau went so far as to declare the French language inherently unmusical, a view apparently contradicted by his own practice in Le Devin.
Rousseau’s conversion to Catholicism had rendered him ineligible for his hereditary status as Citizen of Geneva. In 1754 he regained this citizenship by reconverting to Calvinism. In the following year he published his Discourse on the Origins of Inequality, again in response to an essay competition from the Academy of Dijon. Though he did not win the Academy’s prize a second time, the Second Discourse is a far more accomplished work, and in it Rousseau begins to develop his theories of human social development and moral psychology. With the Second Discourse, the distance between Rousseau and the Encyclopédiste mainstream of the French Enlightenment thought became clear. This rift was cemented with his 1758 publication of the Letter to d’Alembert on the Theater, in which he denounced the idea that his native city would benefit from the construction of a theater. In Rousseau’s view theater, far from improving the population, tends to weaken their attachment to the life of the polis.
The years following the publication of the Second Discourse in 1755 were the most productive and important of Rousseau’s career. He withdrew from Paris and, under the patronage of, first Mme d’Epinay and then the Duke and Duchess of Luxembourg, worked on a novel, Julie, ou La Nouvelle Héloïse, and then on Emile and The Social Contract. Julie appeared in 1761 and was an immediate success. The novel is centred on a love triangle between Julie, her tutor Saint Preux and her husband Wolmar. The work is cast in epistolary form, and is an important supplementary source for the interpretation of Rousseau’s social philosophy, containing, as it does, such elements as a vision of rural community and the presence of a manipulative genius who achieves the appearance of natural harmony through cunning artifice and who thus anticipates both the tutor in Emile and the legislator of The Social Contract. Both works appeared in 1762, marking the high point of Rousseau’s intellectual achievement.
Unfortunately for Rousseau, the publication of these works led to personal catastrophe. Emile was condemned in Paris and both Emile and The Social Contract were condemned in Geneva on grounds of religious heterodoxy. Partly in response to this, Rousseau finally renounced his Genevan citizenship in May 1763. Rousseau was forced to flee to escape arrest, seeking refuge first in Switzerland and later, in January 1766, at the invitation of David Hume, travelling to England.
Rousseau’s stay in England was marked by increasing mental instability and he became wrongly convinced that Hume was at the center of a plot against him. He spent fourteen months in Staffordshire where he worked on his autobiographical work, the Confessions, which also contains evidence of his paranoia in its treatment of figures like Diderot and the German author Friedrich Melchior, Baron von Grimm. He returned to France in 1767 and then spent much of the rest of his life working on autobiographical texts, completing the Confessions but also composing the Dialogues: Rousseau Judge of Jean-Jacques and The Reveries of the Solitary Walker. He also completed his Considerations on the Government of Poland in this period. In later life he further developed his interest in botany (where his work proved influential in England via his letters on the subject to the Duchess of Portland) and in music, as he met and corresponded with the operatic composer Christoph Gluck. Rousseau died in 1778. In 1794 the French revolutionaries transferred his remains to the Panthéon in Paris.

2. Conjectural history and moral psychology
Rousseau repeatedly claims that a single idea is at the centre of his world view, namely, that human beings are good by nature but are rendered corrupt by society. Unfortunately, despite the alleged centrality of this claim, it is difficult to give it a clear and plausible interpretation. One obvious problem is present from the start: since society, the alleged agent of corruption, is composed entirely of naturally good human beings, how can evil ever get a foothold? It is also difficult to see what “natural goodness” might be. In various places Rousseau clearly states that morality is not a natural feature of human life, so in whatever sense it is that human beings are good by nature, it is not the moral sense that the casual reader would ordinarily assume. In order, therefore, to address this puzzling central claim, it is best to look first at the details of Rousseau’s moral psychology, especially as developed in the Discourse on the Origins of Inequality and in Emile.
Rousseau attributes to all creatures an instinctual drive towards self-preservation. Human beings therefore have such a drive, which he terms amour de soi (self love). Amour de soi directs us first to attend to our most basic biological needs for things like food, shelter and warmth. Since, for Rousseau, humans, like other creatures, are part of the design of a benevolent creator, they are individually well-equipped with the means to satisfy their natural needs. Alongside this basic drive for self-preservation, Rousseau posits another passion which he terms pitié (compassion). Pitié directs us to attend to and relieve the suffering of others (including animals) where we can do so without danger to our own self-preservation. In some of his writings, such as the Second Discourse, pitié is an original drive that sits alongside amour de soi, whereas in others, such as Emile and the Essay on the Origin of Languages, it is a development of amour de soi considered as the origin of all passions.
In the Discourse on the Origins of Inequality Rousseau imagines a multi-stage evolution of humanity from the most primitive condition to something like a modern complex society. Rousseau denies that this is a reconstruction of history as it actually was, and Frederick Neuhouser (2014) has argued that the evolutionary story is merely a philosophical device designed to separate the natural and the artificial elements of our psychology. At each step of this imagined evolution human beings change their material and psychological relations to one another and, correspondingly, their conception of themselves, or what Rousseau calls the “sentiment of their existence.” According to this narrative, humans live basically solitary lives in the original state of the human race, since they do not need one another to provide for their material needs. The human race barely subsists in this condition, chance meetings between proto-humans are the occasions for copulation and reproduction, child-care is minimal and brief in duration. If humans are naturally good at this stage of human evolution, their goodness is merely a negative and amounts to the absence of evil. In this story, human beings are distinguished from the other creatures with which they share the primeval world only by two characteristics: freedom, and perfectibility. Freedom, in this context, is simply the ability not to be governed solely by appetite; perfectibility is the capacity to learn and thereby to find new and better means to satisfy needs. Together, these characteristics give humans the potential to achieve self-consciousness, rationality, and morality. Nevertheless, it will turn out that such characteristics are more likely to condemn them to a social world of deception, dissimulation, dependence, oppression, and domination.
As human populations grow, simple but unstable forms of co-operation evolve around activities like hunting. According to Rousseau, the central transitional moment in human history occurs at a stage of society marked by small settled communities. At this point a change, or rather a split, takes place in the natural drive humans have to care for themselves: competition among humans to attract sexual partners leads them to consider their own attractiveness to others and how that attractiveness compares to that of potential rivals. In Emile, where Rousseau is concerned with the psychological development of an individual in a modern society, he also associates the genesis of amour propre with sexual competition and the moment, puberty, when the male adolescent starts to think of himself as a sexual being with rivals for the favours of girls and women.
Rousseau’s term for this new type of self-interested drive, concerned with comparative success or failure as a social being, is amour propre (love of self, often rendered as pride or vanity in English translations). Amour propre makes a central interest of each human being the need to be recognized by others as having value and to be treated with respect. The presentation of amour propre in the Second Discourse—and especially in his note XV to that work—often suggests that Rousseau sees it as a wholly negative passion and the source of all evil. Interpretations of amour propre centered on the Second Discourse (which, historically, are the most common ones (for example Charvet 1974)), often focus on the fact that the need for recognition always has a comparative aspect, so that individuals are not content merely that others acknowledge their value, but also seek to be esteemed as superior to them. This aspect of our nature then creates conflict as people try to exact this recognition from others or react with anger and resentment when it is denied to them. More recent readings of both the Second Discourse, and especially of Emile, have indicated that a more nuanced view is possible (Den 1988, Neuhouser 2008). According to these interpretations, amour propre is both the cause of humanity’s fall as well as the promise of its redemption because of the way in which it develops humans’ rational capacities and their sense of themselves as social creatures among others. Although Rousseau held that the overwhelming tendency, socially and historically, is for amour propre to take on toxic and self-defeating (‘inflamed’) forms, he also held that there are, at least in principle, ways of organizing social life and individual education that allow it to take on a benign character. This project of containing and harnessing amour propre finds expression in both The Social Contract and Emile. In some works, such as the Second Discourse, Rousseau presents amour propre as a passion that is quite distinct from amour de soi. In others, including Emile, he presents it as a form that amour de soi takes in a social environment. The latter is consistent with his view in Emile that all the passions are outgrowths or developments of amour de soi.
Although amour propre has its origins in sexual competition and comparison within small societies, it does not achieve its full toxicity until it is combined with a growth in material interdependence among human beings. In the Discourse on Inequality, Rousseau traces the growth of agriculture and metallurgy and the first establishment of private property, together with the emergence of inequality between those who own land and those who do not. In an unequal society, human beings who need both the social good of recognition and such material goods as food, warmth, etc. become enmeshed in social relations that are inimical both to their freedom and to their sense of self worth. Subordinates need superiors in order to have access to the means of life; superiors need subordinates to work for them and also to give them the recognition they crave. In such a structure there is a clear incentive for people to misrepresent their true beliefs and desires in order to attain their ends. Thus, even those who receive the apparent love and adulation of their inferiors cannot thereby find satisfaction for their amour propre. This trope of misrepresentation and frustration receives its clearest treatment in Rousseau’s account of the figure of the European minister, towards the end of the Discourse on Inequality, a figure whose need to flatter others in order to secure his own wants leads to his alienation from his own self.

2.1 Morality
Amour de soi, amour propre and pitié are not the full complement of passions in Rousseau’s thinking. Once people have achieved consciousness of themselves as social beings, morality also becomes possible and this relies on the further faculty of conscience. The fullest accounts of Rousseau’s conception of morality are found in the Lettres Morales and in sections of the Confession of Faith of the Savoyard Vicar, a part of Emile. In the most primitive forms of human existence, before the emergence of amour propre, pitié balances or restrains self-interest. It is, to that extent, akin to a moral sentiment such as Humean sympathy. But as something that is merely instinctual it lacks, for Rousseau, a genuinely moral quality. Genuine morality, on the other hand, consists in the application of reason to human affairs and conduct. This requires the mental faculty that is the source of genuinely moral motivation, namely conscience. Conscience impels us to the love of justice and morality in a quasi-aesthetic manner. As the appreciation of justice and the desire to act to further it, conscience is based on a rational appreciation of the well-orderedness of a benign God’s plan for the world. However, in a world dominated by inflamed amour propre, the normal pattern is not for a morality of reason to supplement or supplant our natural proto-moral sympathies. Instead, the usual course of events in civil society is for reason and sympathy to be displaced while humans’ enhanced capacity for reasoning is put at the service, not of morality, but of the impulse to dominate, oppress and exploit. A theme of both the Second Discourse and the Letter to d’Alembert is the way in which human beings can deceive themselves about their own moral qualities. So, for example, theatre audiences derive enjoyment from the eliciting of their natural compassion by a tragic scene on the stage; then, convinced of their natural goodness, they are freed to act viciously outside the theater. Philosophy, too, can serve as a resource for self-deception. It can give people reasons to ignore the promptings of pitié or, as in Rousseau’s essay Principles of the Right of War, it can underpin legal codes (such as the law of war and peace) that the powerful may use to license oppressive violence whilst deadening their natural feelings of compassion.

3. Political Philosophy
Rousseau’s contributions to political philosophy are scattered among various works, most notable of which are the Discourse on the Origins of Inequality, the Discourse on Political Economy, The Social Contract, and Considerations on the Government of Poland. However, many of his other works, both major and minor, contain passages that amplify or illuminate the political ideas in those works. His central doctrine in politics is that a state can be legitimate only if it is guided by the “general will” of its members. This idea finds its most detailed treatment in The Social Contract.
In The Social Contract, Rousseau sets out to answer what he takes to be the fundamental question of politics, the reconciliation of the freedom of the individual with the authority of the state. This reconciliation is necessary because human society has evolved to a point where individuals can no longer supply their needs through their own unaided efforts, but rather must depend on the co-operation of others. The process whereby human needs expand and interdependence deepens is set out in the Discourse on the Origins of Inequality. In that work, the final moment of Rousseau’s conjectural history involves the emergence of endemic conflict among the now-interdependent individuals and the argument that the Hobbesian insecurity of this condition would lead all to consent to the establishment of state authority and law. In the Second Discourse, this establishment amounts to the reinforcement of unequal and exploitative social relations that are now backed by law and state power. In an echo of Locke and an anticipation of Marx, Rousseau argues that this state would, in effect, be a class state, guided by the common interest of the rich and propertied and imposing unfreedom and subordination on the poor and weak. The propertyless consent to such an establishment because their immediate fear of a Hobbesian state of war leads them to fail to attend to the ways in which the new state will systematically disadvantage them.
The Social Contract aims to set out an alternative to this dystopia, an alternative in which, Rousseau claims, each person will enjoy the protection of the common force whilst remaining as free as they were in the state of nature. The key to this reconciliation is the idea of the general will: that is, the collective will of the citizen body taken as a whole. The general will is the source of law and is willed by each and every citizen. In obeying the law each citizen is thus subject to his or her own will, and consequently, according to Rousseau, remains free.

3.1 The idea of the general will
Rousseau’s account of the general will is marked by unclarities and ambiguities that have attracted the interest of commentators since its first publication. The principal tension is between a democratic conception, where the general will is simply what the citizens of the state have decided together in their sovereign assembly, and an alternative interpretation where the general will is the transcendent incarnation of the citizens’ common interest that exists in abstraction from what any of them actually wants (Bertram 2012). Both views find some support in Rousseau’s texts, and both have been influential. Contemporary epistemic conceptions of democracy often make reference to Rousseau’s discussion in Book 2 chapter 3 of of The Social Contract. These accounts typically take Condorcet’s jury theorem as a starting point, where democratic procedures are conceived of as a method for discovering the truth about the public interest; they then interpret the general will as a deliberative means of seeking outcomes that satisfy the preferences of individuals and render the authority of the state legitimate (see for example, Grofman and Feld 1988). The tension between the “democratic” and the “transcendental” conceptions can be reduced if we take Rousseau to be arguing for the view that, under the right conditions and subject to the right procedures, citizen legislators will be led to converge on laws that correspond to their common interest; however, where those conditions and procedures are absent, the state necessarily lacks legitimacy. On such a reading, Rousseau may be committed to something like an a posteriori philosophical anarchism. Such a view holds that it is be possible, in principle, for a state to exercise legitimate authority over its citizens, but all actual states—and indeed all states that we are likely to see in the modern era—will fail to meet the conditions for legitimacy.
Rousseau argues that in order for the general will to be truly general it must come from all and apply to all. This thought has both substantive and formal aspects. Formally, Rousseau argues that the law must be general in application and universal in scope. The law cannot name particular individuals and it must apply to everyone within the state. Rousseau believes that this condition will lead citizens, though guided by a consideration of what is in their own private interest, to favor laws that both secure the common interest impartially and that are not burdensome and intrusive. For this to be true, however, it has to be the case that the situation of citizens is substantially similar to one another. In a state where citizens enjoy a wide diversity of lifestyles and occupations, or where there is a great deal of cultural diversity, or where there is a high degree of economic inequality, it will not generally be the case that the impact of the laws will be the same for everyone. In such cases it will often not be true that a citizen can occupy the standpoint of the general will merely by imagining the impact of general and universal laws on his or her own case.

3.2 The emergence of the general will: procedure, virtue and the legislator
In The Social Contract Rousseau envisages three different types or levels of will as being in play. First, individuals all have private wills corresponding to their own selfish interests as natural individuals; second, each individual, insofar as he or she identifies with the collective as a whole and assumes the identity of citizen, wills the general will of that collective as his or her own, setting aside selfish interest in favor of a set of laws that allow all to coexist under conditions of equal freedom; third, and very problematically, a person can identify with the corporate will of a subset of the populace as a whole. The general will is therefore both a property of the collective and a result of its deliberations, and a property of the individual insofar as the individual identifies as a member of the collective. In a well-ordered society, there is no tension between private and general will, as individuals accept that both justice and their individual self-interest require their submission to a law which safeguards their freedom by protecting them from the private violence and personal domination that would otherwise hold sway. In practice, however, Rousseau believes that many societies will fail to have this well-ordered character. One way in which they can fail is if private individuals are insufficiently enlightened or virtuous and therefore refuse to accept the restrictions on their own conduct which the collective interest requires. Another mode of political failure arises where the political community is differentiated into factions (perhaps based on a class division between rich and poor) and where one faction can impose its collective will on the state as a whole.
The Social Contract harbors a further tension between two accounts of how the general will emerges and its relation to the private wills of citizens. Sometimes Rousseau favors a procedural story according to which the individual contemplation of self interest (subject to the constraints of generality and universality and under propitious sociological background conditions such as rough equality and cultural similarity) will result in the emergence of the general will from the assembly of citizens (see Sreenivasan 2000). In this account of the emergence of the general will, there seems to be no special need for citizens to have any specifically moral qualities: the constraints on their choice should be enough. However, Rousseau also clearly believes that the mere contemplation of self interest would be inadequate to generate a general will. This may partly concern issues of compliance, since selfish citizens who can will the general will might still not be moved to obey it. But Rousseau also seems to believe that citizen virtue is a necessary condition for the emergence of the general will in the first place. This presents him with a problem for which his figure of the legislator is one attempted solution. As a believer in the plasticity of human nature, Rousseau holds that good laws make for good citizens. However, he also believes both that good laws can only be willed by good citizens and that, in order to be legitimate, they must be agreed upon by the assembly. This puts him in some difficulty, as it is unlikely that the citizens who come together to form a new state will have the moral qualities required to will good laws, shaped as those citizens will have been by unjust institutions. The legislator or lawgiver therefore has the function of inspiring a sense of collective identity in the new citizens that allows them to identify with the whole and be moved to support legislation that will eventually transform them and their children into good citizens. In this story, however, the new citizens at first lack the capacity to discern the good reasons that support the new laws and the lawgiver has to persuade them by non-rational means to legislate in their own best interests.
The figure of the legislator is a puzzle. Like the tutor in Emile, the legislator has the role of manipulating the desires of his charges, giving them the illusion of free choice without its substance. Little wonder then that many critics have seen these characters in a somewhat sinister light. In both cases there is a mystery concerning where the educator figure comes from and how he could have acquired the knowledge and virtue necessary to perform his role. This, in turn, raises a problem of regress. If the legislator was formed by a just society, then who performed the legislator’s role for that society, and how was that legislator formed? How did the tutor acquire his education if not from a tutor who, in turn, was educated according to Rousseau’s program by an earlier tutor?

3.3 Rousseau’s claim to reconcile freedom and authority
What then of Rousseau’s key claim that freedom and authority are reconciled in his ideal republic through obedience to the general will? This claim finds notorious and deliberately paradoxical expression in Book 1 chapter 7 of The Social Contract, where Rousseau writes of citizens being “forced to be free” when they are constrained to obey the general will. The opening words of The Social Contract themselves refer to freedom, with the famous saying that “Man is born free, but is everywhere in chains”. This ringing declaration, however, is almost immediately followed by a note of paradox, as Rousseau declares that he can make this subjection “in chains” legitimate. The thought that Rousseau’s commitment to freedom might not be all that it first appears is strengthened by other passages in the book, most notably his declaration that those subject to the general will are “forced to be free.” The value of freedom or liberty is at the center of Rousseau’s concerns throughout his work. Since he uses the notion in several distinct ways, though, it is important to distinguish several uses of the term. First, we should note that Rousseau regards the capacity for choice, and therefore the ability to act against instinct and inclination, as one of the features that distinguishes the human race from animal species and makes truly moral action possible. In the Discourse on the Origins of Inequality, for example, he characterizes animal species in essentially Cartesian terms, as mechanisms programmed to a fixed pattern of behavior. Human beings, on the other hand are not tied to any particular mode of life and can reject the promptings of instinct. This makes possible both the development of the human species and also its fall from grace, since individuals can ignore benign impulses (such as pitié) if they wish to. The freedom to act contrary to the “mechanism of the senses”, and the power of willing and choosing is, for Rousseau, something entirely outside the laws of the physical world and is therefore not subject to scientific explanation. Rousseau also takes this freedom to choose to act as the basis of all distinctively moral action. In The Social Contract the connection between freedom of choice and morality is central to his argument against despotic government, where he writes that the renunciation of freedom is contrary to human nature and that to renounce freedom in favour of another person’s authority is to “deprive one’s actions of all morality” (SC 1.4).
In Book I chapter 8 of the The Social Contract, Rousseau tries to illuminate his claim that the formation of the legitimate state involves no net loss of freedom, but in fact, he makes a slightly different claim. The new claim involves the idea of an exchange of one type of freedom (natural freedom) for another type (civil freedom). Natural freedom involves an unlimited right to all things, an idea that is reminiscent of Hobbes’s “right of nature” in Leviathan. Since all human beings enjoy this liberty right to all things, it is clear that in a world occupied by many interdependent humans, the practical value of that liberty may be almost nonexistent. This is because any individual’s capacity to get what he or she wants will be limited by his or her physical power and the competing physical power of others. Further, inevitable conflict over scarce resources will pit individuals against each other, so that unhindered exercise of natural freedom will result in violence and uncertainty. The formation of the state, and the promulgation of laws willed by the general will, transforms this condition. With sovereign power in place, individuals are guaranteed a sphere of equal freedom under the law with protection for their own persons and security for their property. Provided that the law bearing equally on everyone is not meddlesome or intrusive (and Rousseau believes it will not be, since no individual has a motive to legislate burdensome laws) there will be a net benefit compared to the pre-political state.
Rousseau makes a further claim in the same chapter of The Social Contract, namely that in conditions of civil society the citizen achieves “moral freedom,” by which he means obedience to a law that one has prescribed to oneself (for discussion see especially Neuhouser 1993). Although this latter claim is presented almost as an afterthought, it is the form of freedom most directly responsive to the challenge Rousseau had set for himself two chapters earlier, which involved finding “a form of association” in which each citizen would “obey only himself.” Naturally, this raises the question of whether the citizen does in fact obey only himself when he obeys the general will. On the face of it, this claim looks difficult to reconcile with the fact of majorities and minorities within a democratic state, since those citizens who find themselves outvoted would seem to be constrained by a decision with which they disagree. Rousseau’s solution to this puzzle is found much later, in Book 4 chapter 3 of The Social Contract, where he argues that those who obey laws they did not vote for remain bound by a will that is their own, since the democratic process has enabled them to discover the content of a general will in which that they share. Many commentators have not found this argument fully convincing.
Rousseau’s invocation of three types of freedom (natural, civil, and moral) in the text of The Social Contract can appear confusing. The picture is further complicated by the fact that he also relies on a fourth conception of freedom, related to civil freedom but distinct from it, which he nowhere names explicitly. This is “republican freedom” and consists, not in my being subject to my own will, but rather in the fact that the law protects me from being subject to the will of any other particular person in the manner of a slave or serf. To find Rousseau’s explicit endorsement of this idea, we have to look not to The Social Contract, but rather to some of his unpublished notes. Yet the concept is clearly implicit in the notorious “forced to be free” passage in Book 1 chapter 7, since he there explains that when each citizen is constrained to obey the general will, he is thereby provided with a guarantee against “all personal dependence”.

3.4 Representation and government
One feature of Rousseau’s political philosophy that has proved least persuasive to later thinkers is his doctrine of sovereignty and representation, with his apparent rejection of “representative government”. At the center of Rousseau’s view in The Social Contract is his rejection of the Hobbesian idea that a people’s legislative will can be vested in some group or individual that then acts with their authority but rules over them. Instead, he takes the view that to hand over one’s general right of ruling oneself to another person or body constitutes a form a slavery, and that to recognize such an authority would amount to an abdication of moral agency. This hostility to the representation of sovereignty also extends to the election of representatives to sovereign assemblies, even where those representatives are subject to periodic re-election. Even in that case, the assembly would be legislating on a range of topics on which citizens have not deliberated. Laws passed by such assemblies would therefore bind citizens in terms that they have not themselves agreed upon. Not only does the representation of sovereignty constitute, for Rousseau, a surrender of moral agency, the widespread desire to be represented in the business of self-rule is a symptom of moral decline and the loss of virtue.
The practical difficulties of direct self-rule by the entire citizen body are obvious. Such arrangements are potentially onerous and must severely limit the size of legitimate states. It is noteworthy that Rousseau takes a different view in a text aimed at practical politics: Considerations on the Government of Poland. Nevertheless, it is not entirely clear that the widespread interpretation of Rousseau as rejecting all forms of representative government is correct. One of the key distinctions in The Social Contract is between sovereign and government. The sovereign, composed of the people as a whole, promulgates laws as an expression of its general will. The government is a more limited body that administers the state within the bounds set by the laws, and which issues decrees applying the laws in particular cases. If the laws are conceived of as the people setting a constitutional framework for society, with the government’s decrees comprising the more normal business of “legislation,” then the distance between a Rousseauian republic and a modern constitutional democracy may be smaller than it at first appears. In effect, the institution of the sovereign may be inconsistent with a representative model, where the executive power of the government can be understood as requiring it. Such a picture gains credibility when the details of Rousseau’s views on government are examined. Although a variety of forms of government turn out to be theoretically compatible with popular sovereignty, Rousseau is sceptical about the prospects for both democracy (where the people conduct the day to day running of the state and the application of the laws) and monarchy. Instead, he favors some form of elective aristocracy: in other words, he supports the idea that the day-to-day administration should be in the hands of a subset of the population, elected by them according to merit.
Two important issues arise in relation to Rousseau’s account of relations between sovereign and government. The first of these concerns his political pessimism, even in the case of the best-designed and most perfect republic. Just as any group has a collective will as opposed to the individual private will of its members, so does the government. As the state becomes larger and more diffuse, and as citizens become more distant from one another both spatially and emotionally, so the effective government of the republic will need a proportionally smaller and more cohesive group of magistrates. Rousseau thinks it almost inevitable that this group will end up usurping the legitimate sovereign power of the people and substituting its corporate will for the people’s general will. The second issue concerns how democratic Rousseau envisaged his republic to be. He sometimes suggests a picture in which the people would be subject to elite domination by the government, since the magistrates would reserve the business of agenda-setting for the assembly to themselves. In other cases, he endorses a conception of a more fully democratic republic. (For competing views of this question see Fralin 1978 and Cohen 2010.)
Although Rousseau rejects Hobbes’s view of the sovereign as representing or acting in the person of the subject, he has a similar view of what sovereignty is and its relation to the rights of the individual. He rejects the idea that individuals associated together in a political community retain some natural rights over themselves and their property. Rather, such rights as individuals have over themselves, land, and external objects, are a matter of sovereign competence and decision. Individual rights must be specified by the sovereign in ways that are compatible with the interests of all in a just polity, and Rousseau rejects the idea that such rights could be insisted on as a check on the sovereign’s power.

3.5 Civil religion and toleration
The final full chapter of The Social Contract expounds Rousseau’s doctrine of civil religion. Contemporary readers were scandalized by it, and particularly by its claim that true (original or early) Christianity is useless in fostering the spirit of patriotism and social solidarity necessary for a flourishing state. In many ways the chapter represents a striking departure from the main themes of the book. First, it is the only occasion where Rousseau prescribes the content of a law that a just republic must have. Second, it amounts to his acceptance of the inevitability of pluralism in matters of religion, and thus of religious toleration; this is in some tension with his encouragement elsewhere of cultural homogeneity as a propitious environment for the emergence of a general will. Third, it represents a very concrete example of the limits of sovereign power: following Locke, Rousseau insists upon the inability of the sovereign to examine the private beliefs of citizens. The tenets of Rousseau’s civil religion include the affirmation of the existence of a supreme being and of the afterlife, the principle that the just will prosper and the wicked will be punished, and the claim that the social contract and the laws are sacred. In addition, the civil religion requires the provision that all those willing to tolerate others should themselves be tolerated, but those who insist that there is no salvation outside their particular church cannot be citizens of the state. The structure of religious beliefs within the just state is that of an overlapping consensus: the dogmas of the civil religion are such that they can be affirmed by adherents of a number of different faiths, both Christian and non-Christian.
Despite Rousseau’s concern for religious toleration both in the chapter and elsewhere, modern readers have often been repelled by one striking note of intolerance. Rousseau argues that those who cannot accept the dogmas can be banished from the state. This is because he believes that atheists, having no fear of divine punishment, cannot be trusted by their fellow citizens to obey the law. He goes even further, to suggest the death penalty for those who affirm the dogmas but later act as if they do not believe them.

4. Language
Rousseau’s writings on language and languages are contained in two places, the unpublished Essay on the Origin of Languages and in a section of the Discourse on the Origins of Inequality. In the Essay, Rousseau tells us that human beings want to communicate as soon as they recognize that there are other beings like themselves. But he also raises the question of why language, specifically, rather than gesture is needed for this purpose. The answer, strangely enough, is that language permits the communication of the passions in a way that gesture does not, and that the tone and stress of linguistic communication are crucial, rather than its content. This point enables Rousseau to make a close connection between the purposes of speech and melody. Such vocabulary as there originally was, according to Rousseau, was merely figurative and words only acquire a literal meaning much later. Theories that locate the origin of language in the need to reason together about matters of fact are, according to Rousseau, deeply mistaken. While the cry of the other awakens our natural compassion and causes us to imagine the inner life of others, our purely physical needs have an anti-social tendency because they scatter human beings more widely across the earth in search of subsistence. Although language and song have a common origin in the need to communicate emotion, over time the two become separated, a process that becomes accelerated as a result of the invention of writing. In the south, language stays closer to its natural origins and southern languages retain their melodic and emotional quality (a fact that suits them for song and opera). Northern languages, by contrast, become oriented to more practical tasks and are better for practical and theoretical reasoning.
In Part I of the Second Discourse, Rousseau’s focus is slightly different and occurs in the context of a polemic against philosophers (such as natural law theorists like Condillac) who attribute to primitive human beings a developed capacity for abstract reasoning. Rousseau proposes need as the cause of the development of language, but since language depends on convention to assign arbitrary signs to objects, he puzzles about how it could ever get started and how primitive people could accomplish the feat of giving names to universals.
5. Education
Rousseau’s ideas about education are mainly expounded in Emile. In that work, he advances the idea of “negative education”, which is a form of “child-centered” education. His essential idea is that education should be carried out, so far as possible, in harmony with the development of the child’s natural capacities by a process of apparently autonomous discovery. This is in contrast to a model of education where the teacher is a figure of authority who conveys knowledge and skills according to a pre-determined curriculum. Rousseau depends here on his thesis of natural goodness, which he asserts at the beginning of the book, and his educational scheme involves the protection and development of the child’s natural goodness through various stages, along with the isolation of the child from the domineering wills of others. Up to adolescence at least, the educational program comprises a sequence of manipulations of the environment by the tutor. The child is not told what to do or think but is led to draw its own conclusions as a result of its own explorations, the context for which has been carefully arranged. The first stage of the program starts in infancy, where Rousseau’s crucial concern is to avoid conveying the idea that human relations are essentially ones of domination and subordination, an idea that can too easily by fostered in the infant by the conjunction of its own dependence on parental care and its power to get attention by crying. Though the young child must be protected from physical harm, Rousseau is keen that it gets used to the exercise of its bodily powers and he therefore advises that the child be left as free as possible rather than being confined or constrained. From the age of about twelve or so, the program moves on to the acquisition of abstract skills and concepts. This is not done with the use of books or formal lessons, but rather through practical experience. The third phase of education coincides with puberty and early adulthood. The period of isolation comes to an end and the child starts to take an interest in others (particularly the opposite sex), and in how he or she is regarded. At this stage the great danger is that excessive amour propre will extend to exacting recognition from others, disregarding their worth, and demanding subordination. The task of the tutor is to ensure that the pupil’s relations with others are first mediated through the passion of pitié (compassion) so that through the idea of the suffering others, of care, and of gratitude, the pupil finds a secure place for the recognition of his own moral worth where his amour propre is established on a non-competitive basis. The final period of education involves the tutor changing from a manipulator of the child’s environment into the adult’s trusted advisor. The young and autonomous adult finds a spouse who can be another source of secure and non-competitive recognition. This final phase also involves instruction into the nature of the social world, including the doctrines of Rousseau’s political philosophy.

6. Legacy
Rousseau’s thinking has had a profound influence on later philosophers and political theorists, although the tensions and ambiguities in his work have meant that his ideas have been developed in radically incompatible and divergent ways. In modern political philosophy, for example, it is possible to detect Rousseau as a source of inspiration for liberal theories, communitarian ideas, civic republicanism, and in theories of deliberative and participatory democracy. Hostile writers have portrayed Rousseau as a source of inspiration for the more authoritarian aspects of the French revolution and thence for aspects of fascism and communism.
Rousseau’s most important philosophical impact was on Immanuel Kant. A portrait of Rousseau was the only image on display in Kant’s house, and legend has it that the only time that Kant forgot to take his daily walk was when reading Emile. Instances of direct influence include Kant’s idea of the categorical imperative, the third formulation of which in the Groundwork of the Metaphysic of Morals (the so-called formula of the kingdom of ends) recalls Rousseau’s discussion of the general will in The Social Contract. Ironically, Kant’s detachment of the idea of universal legislation from its context in the particularity of single society reverses Rousseau’s own approach, since Rousseau had, in preparatory work for The Social Contract rejected the idea of a general will of the human race as that notion appeared in Diderot’s article “Natural Right” in the Encyclopédie. Rousseau’s influence can also be seen in Kant’s moral psychology, especially in work such as Religion Within the Limits of Reason Alone, in Kant’s own thinking about conjectural history, and in his writings on international justice which draw on Rousseau’s engagement with the work of the Abbé St. Pierre.
The cases of Hegel and Marx are more complex. Hegel’s direct references to Rousseau are often uncomplimentary. In the Philosophy of Right, while praising Rousseau for the idea that will is the basis of the state, he misrepresents the idea of the general will as being merely the idea of the overlap between the contingent wills of private individuals. In the Encyclopedia Logic he demonstrates an awareness that this was not Rousseau’s view. Hegel’s discussion of the master-slave dialectic and the problem of recognition in the Phenomenology of Spirit also draws on Rousseau, in this case on the notion of amour propre and the ways in which attempts to exact respect and recognition from others can be self-defeating. Karl Marx’s concerns with alienation and exploitation have also been thought to bear some kind of relationship to Rousseau’s thinking on related topics. Here the evidence is more indirect, since the references to Rousseau in Marx’s work are few and insubstantial.
In contemporary political philosophy, it is clear that the thinking of John Rawls, especially in A Theory of Justice reflects the influence of Rousseau. A good example of this is the way in which Rawls uses the device of the “original position” to put self-interested choice at the service of the determination of the principles of justice. This exactly parallels Rousseau’s argument that citizens will be drawn to select just laws as if from an impartial perspective, because the universality and generality of the law means that when considering their own interests they will select the measure that best reflects their own interests.

Jean-Jacques Rousseau (1712—1778)
Jean-Jacques Rousseau was one of the most influential thinkers during the Enlightenment in eighteenth century Europe. His first major philosophical work, A Discourse on the Sciences and Arts, was the winning response to an essay contest conducted by the Academy of Dijon in 1750. In this work, Rousseau argues that the progression of the sciences and arts has caused the corruption of virtue and morality. This discourse won Rousseau fame and recognition, and it laid much of the philosophical groundwork for a second, longer work, The Discourse on the Origin of Inequality. The second discourse did not win the Academy’s prize, but like the first, it was widely read and further solidified Rousseau’s place as a significant intellectual figure. The central claim of the work is that human beings are basically good by nature, but were corrupted by the complex historical events that resulted in present day civil society.Rousseau’s praise of nature is a theme that continues throughout his later works as well, the most significant of which include his comprehensive work on the philosophy of education, the Emile, and his major work on political philosophy, The Social Contract: both published in 1762. These works caused great controversy in France and were immediately banned by Paris authorities. Rousseau fled France and settled in Switzerland, but he continued to find difficulties with authorities and quarrel with friends. The end of Rousseau’s life was marked in large part by his growing paranoia and his continued attempts to justify his life and his work. This is especially evident in his later books, The Confessions, The Reveries of the Solitary Walker, and Rousseau: Judge of Jean-Jacques.
Rousseau greatly influenced Immanuel Kant’s work on ethics. His novel Julie or the New Heloise impacted the late eighteenth century’s Romantic Naturalism movement, and his political ideals were championed by leaders of the French Revolution.

1. Life

a. Traditional Biography
Jean-Jacques Rousseau was born to Isaac Rousseau and Suzanne Bernard in Geneva on June 28, 1712. His mother died only a few days later on July 7, and his only sibling, an older brother, ran away from home when Rousseau was still a child. Rousseau was therefore brought up mainly by his father, a clockmaker, with whom at an early age he read ancient Greek and Roman literature such as the Lives of Plutarch. His father got into a quarrel with a French captain, and at the risk of imprisonment, left Geneva for the rest of his life. Rousseau stayed behind and was cared for by an uncle who sent him along with his cousin to study in the village of Bosey. In 1725, Rousseau was apprenticed to an engraver and began to learn the trade. Although he did not detest the work, he thought his master to be violent and tyrannical. He therefore left Geneva in 1728, and fled to Annecy. Here he met Louise de Warens, who was instrumental in his conversion to Catholicism, which forced him to forfeit his Genevan citizenship (in 1754 he would make a return to Geneva and publicly convert back to Calvanism). Rousseau’s relationship to Mme. de Warens lasted for several years and eventually became romantic. During this time he earned money through secretarial, teaching, and musical jobs.
In 1742 Rousseau went to Paris to become a musician and composer. After two years spent serving a post at the French Embassy in Venice, he returned in 1745 and met a linen-maid named Therese Levasseur, who would become his lifelong companion (they eventually married in 1768). They had five children together, all of whom were left at the Paris orphanage. It was also during this time that Rousseau became friendly with the philosophers Condillac and Diderot. He worked on several articles on music for Diderot and d’Alembert’s Encyclopedie. In 1750 he published the Discourse on the Arts and Sciences, a response to the Academy of Dijon’s essay contest on the question, “Has the restoration of the sciences and arts tended to purify morals?” This discourse is what originally made Rousseau famous as it won the Academy’s prize. The work was widely read and was controversial. To some, Rousseau’s condemnation of the arts and sciences in the First Discourse made him an enemy of progress altogether, a view quite at odds with that of the Enlightenment project. Music was still a major part of Rousseau’s life at this point, and several years later, his opera, Le Devin du Village (The Village Soothsayer) was a great success and earned him even more recognition. But Rousseau attempted to live a modest life despite his fame, and after the success of his opera, he promptly gave up composing music.
In the autumn of 1753, Rousseau submitted an entry to another essay contest announced by the Academy of Dijon. This time, the question posed was, “What is the origin of inequality among men, and is it authorized by the natural law?” Rousseau’s response would become the Discourse on the Origin of Inequality Among Men. Rousseau himself thought this work to be superior to the First Discourse because the Second Discourse was significantly longer and more philosophically daring. The judges were irritated by its length as well its bold and unorthodox philosophical claims; they never finished reading it. However, Rousseau had already arranged to have it published elsewhere and like the First Discourse, it also was also widely read and discussed.
In 1756, a year after the publication of the Second Discourse, Rousseau and Therese Levasseur left Paris after being invited to a house in the country by Mme. D’Epinay, a friend to the philosophes. His stay here lasted only a year and involved an affair with a woman named Sophie d’Houdetot, the mistress of his friend Saint-Lambert. In 1757, after repeated quarrels with Mme. D’Epinay and her other guests including Diderot, Rousseau moved to lodgings near the country home of the Duke of Luxemburg at Montmorency.
It was during this time that Rousseau wrote some of his most important works. In 1761 he published a novel, Julie or the New Heloise, which was one of the best selling of the century. Then, just a year later in 1762, he published two major philosophical treatises: in April his definitive work on political philosophy, The Social Contract, and in May a book detailing his views on education, Emile. Paris authorities condemned both of these books, primarily for claims Rousseau made in them about religion, which forced him to flee France. He settled in Switzerland and in 1764 he began writing his autobiography, his Confessions. A year later, after encountering difficulties with Swiss authorities, he spent time in Berlin and Paris, and eventually moved to England at the invitation of David Hume. However, due to quarrels with Hume, his stay in England lasted only a year, and in 1767 he returned to the southeast of France incognito.
After spending three years in the southeast, Rousseau returned to Paris in 1770 and copied music for a living. It was during this time that he wrote Rousseau: Judge of Jean-Jacques and the Reveries of the Solitary Walker, which would turn out to be his final works. He died on July 3, 1778. His Confessions were published several years after his death; and his later political writings, in the nineteenth century.

b. The Confessions: Rousseau’s Autobiography
Rousseau’s own account of his life is given in great detail in his Confessions, the same title that Saint Augustine gave his autobiography over a thousand years earlier. Rousseau wrote the Confessions late in his career, and it was not published until after his death. Incidentally, two of his other later works, the “Reveries of the Solitary Walker” and “Rousseau Judge of Jean Jacques” are also autobiographical. What is particularly striking about the Confessions is the almost apologetic tone that Rousseau takes at certain points to explain the various public as well as private events in his life, many of which caused great controversy. It is clear from this book that Rousseau saw the Confessions as an opportunity to justify himself against what he perceived as unfair attacks on his character and misunderstandings of his philosophical thought.
His life was filled with conflict, first when he was apprenticed, later in academic circles with other Enlightenment thinkers like Diderot and Voltaire, with Parisian and Swiss authorities and even with David Hume. Although Rousseau discusses these conflicts, and tries to explain his perspective on them, it is not his exclusive goal to justify all of his actions. He chastises himself and takes responsibility for many of these events, such as his extra-marital affairs. At other times, however, his paranoia is clearly evident as he discusses his intense feuds with friends and contemporaries. And herein lays the fundamental tension in the Confessions. Rousseau is at the same time trying both to justify his actions to the public so that he might gain its approval, but also to affirm his own uniqueness as a critic of that same public.

2. Background

a. The Beginnings of Modern Philosophy and the Enlightenment
Rousseau’s major works span the mid to late eighteenth century. As such, it is appropriate to consider Rousseau, at least chronologically, as an Enlightenment thinker. However, there is dispute as to whether Rousseau’s thought is best characterized as “Enlightenment” or “counter-Enlightenment.” The major goal of Enlightenment thinkers was to give a foundation to philosophy that was independent of any particular tradition, culture, or religion: one that any rational person would accept. In the realm of science, this project has its roots in the birth of modern philosophy, in large part with the seventeenth century philosopher, René Descartes. Descartes was very skeptical about the possibility of discovering final causes, or purposes, in nature. Yet this teleological understanding of the world was the very cornerstone of Aristotelian metaphysics, which was the established philosophy of the time. And so Descartes’ method was to doubt these ideas, which he claims can only be understood in a confused way, in favor of ideas that he could conceive clearly and distinctly. In the Meditations, Descartes claims that the material world is made up of extension in space, and this extension is governed by mechanical laws that can be understood in terms of pure mathematics.

b. The State of Nature as a Foundation for Ethics and Political Philosophy
The scope of modern philosophy was not limited only to issues concerning science and metaphysics. Philosophers of this period also attempted to apply the same type of reasoning to ethics and politics. One approach of these philosophers was to describe human beings in the “state of nature.” That is, they attempted to strip human beings of all those attributes that they took to be the results of social conventions. In doing so, they hoped to uncover certain characteristics of human nature that were universal and unchanging. If this could be done, one could then determine the most effective and legitimate forms of government.
The two most famous accounts of the state of nature prior to Rousseau’s are those of Thomas Hobbes and John Locke. Hobbes contends that human beings are motivated purely by self-interest, and that the state of nature, which is the state of human beings without civil society, is the war of every person against every other. Hobbes does say that while the state of nature may not have existed all over the world at one particular time, it is the condition in which humans would be if there were no sovereign. Locke’s account of the state of nature is different in that it is an intellectual exercise to illustrate people’s obligations to one another. These obligations are articulated in terms of natural rights, including rights to life, liberty and property. Rousseau was also influenced by the modern natural law tradition, which attempted to answer the challenge of skepticism through a systematic approach to human nature that, like Hobbes, emphasized self-interest. Rousseau therefore often refers to the works of Hugo Grotius, Samuel von Pufendorf, Jean Barbeyrac, and Jean-Jacques Burlamaqui. Rousseau would give his own account of the state of nature in the Discourse on the Origin and Foundations of Inequality Among Men, which will be examined below.
Also influential were the ideals of classical republicanism, which Rousseau took to be illustrative of virtues. These virtues allow people to escape vanity and an emphasis on superficial values that he thought to be so prevalent in modern society. This is a major theme of the Discourse on the Sciences and Arts.

3. The Discourses

a. Discourse on the Sciences and Arts
This is the work that originally won Rousseau fame and recognition. The Academy of Dijon posed the question, “Has the restoration of the sciences and arts tended to purify morals?” Rousseau’s answer to this question is an emphatic “no.” The First Discourse won the academy’s prize as the best essay. The work is perhaps the greatest example of Rousseau as a “counter-Enlightenment” thinker. For the Enlightenment project was based on the idea that progress in fields like the arts and sciences do indeed contribute to the purification of morals on individual, social, and political levels.
The First Discourse begins with a brief introduction addressing the academy to which the work was submitted. Aware that his stance against the contribution of the arts and sciences to morality could potentially offend his readers, Rousseau claims, “I am not abusing science…I am defending virtue before virtuous men.” (First Discourse, Vol. I, p. 4). In addition to this introduction, the First Discourse is comprised of two main parts.
The first part is largely an historical survey. Using specific examples, Rousseau shows how societies in which the arts and sciences flourished more often than not saw the decline of morality and virtue. He notes that it was after philosophy and the arts flourished that ancient Egypt fell. Similarly, ancient Greece was once founded on notions of heroic virtue, but after the arts and sciences progressed, it became a society based on luxury and leisure. The one exception to this, according to Rousseau, was Sparta, which he praises for pushing the artists and scientists from its walls. Sparta is in stark contrast to Athens, which was the heart of good taste, elegance, and philosophy. Interestingly, Rousseau here discusses Socrates, as one of the few wise Athenians who recognized the corruption that the arts and sciences were bringing about. Rousseau paraphrases Socrates’ famous speech in the Apology. In his address to the court, Socrates says that the artists and philosophers of his day claim to have knowledge of piety, goodness, and virtue, yet they do not really understand anything. Rousseau’s historical inductions are not limited to ancient civilizations, however, as he also mentions China as a learned civilization that suffers terribly from its vices.
The second part of the First Discourse is an examination of the arts and sciences themselves, and the dangers they bring. First, Rousseau claims that the arts and sciences are born from our vices: “Astronomy was born from superstition; eloquence from ambition, hate, flattery, and falsehood; geometry from avarice, physics from vain curiosity; all, even moral philosophy, from human pride.” (First Discourse, Vol. I, p. 12). The attack on sciences continues as Rousseau articulates how they fail to contribute anything positive to morality. They take time from the activities that are truly important, such as love of country, friends, and the unfortunate. Philosophical and scientific knowledge of subjects such as the relationship of the mind to the body, the orbit of the planets, and physical laws that govern particles fail to genuinely provide any guidance for making people more virtuous citizens. Rather, Rousseau argues that they create a false sense of need for luxury, so that science becomes simply a means for making our lives easier and more pleasurable, but not morally better.
The arts are the subject of similar attacks in the second part of the First Discourse. Artists, Rousseau says, wish first and foremost to be applauded. Their work comes from a sense of wanting to be praised as superior to others. Society begins to emphasize specialized talents rather than virtues such as courage, generosity, and temperance. This leads to yet another danger: the decline of military virtue, which is necessary for a society to defend itself against aggressors. And yet, after all of these attacks, the First Discourse ends with the praise of some very wise thinkers, among them, Bacon, Descartes, and Newton. These men were carried by their vast genius and were able to avoid corruption. However, Rousseau says, they are exceptions; and the great majority of people ought to focus their energies on improving their characters, rather than advancing the ideals of the Enlightenment in the arts and sciences.

b. Discourse on the Origin of Inequality
The Second Discourse, like the first, was a response to a question put forth by the academy of Dijon: “What is the origin of inequality among men; and is it authorized by the natural law?” Rousseau’s response to this question, the Discourse on the Origin of Inequality, is significantly different from the First Discourse for several reasons. First, in terms of the academy’s response, the Second Discourse was not nearly as well received. It exceeded the desired length, it was four times the length of the first, and made very bold philosophical claims; unlike the First Discourse, it did not win the prize. However, as Rousseau was now a well-known and respected author, he was able to have it published independently. Secondly, if the First Discourse is indicative of Rousseau as a “counter-Enlightenment” thinker, the Second Discourse, by contrast, can rightly be considered to be representative of Enlightenment thought. This is primarily because Rousseau, like Hobbes, attacks the classical notion of human beings as naturally social. Finally, in terms of its influence, the Second Discourse is now much more widely read, and is more representative of Rousseau’s general philosophical outlook. In the Confessions, Rousseau writes that he himself sees the Second Discourse as far superior to the first.
The Discourse on the Origin of Inequality is divided into four main parts: a dedication to the Republic of Geneva, a short preface, a first part, and a second part. The scope of Rousseau’s project is not significantly different from that of Hobbes in the Leviathan or Locke in the Second Treatise on Government. Like them, Rousseau understands society to be an invention, and he attempts to explain the nature of human beings by stripping them of all of the accidental qualities brought about by socialization. Thus, understanding human nature amounts to understanding what humans are like in a pure state of nature. This is in stark contrast to the classical view, most notably that of Aristotle, which claims that the state of civil society is the natural human state. Like Hobbes and Locke, however, it is doubtful that Rousseau meant his readers to understand the pure state of nature that he describes in the Second Discourse as a literal historical account. In its opening, he says that it must be denied that men were ever in the pure state of nature, citing revelation as a source which tells us that God directly endowed the first man with understanding (a capacity that he will later say is completely undeveloped in natural man). However, it seems in other parts of the Second Discourse that Rousseau is positing an actual historical account. Some of the stages in the progression from nature to civil society, Rousseau will argue, are empirically observable in so-called primitive tribes. And so the precise historicity with which one ought to regard Rousseau’s state of nature is the matter of some debate.
Part one is Rousseau’s description of human beings in the pure state of nature, uncorrupted by civilization and the socialization process. And although this way of examining human nature is consistent with other modern thinkers, Rousseau’s picture of “man in his natural state,” is radically different. Hobbes describes each human in the state of nature as being in a constant state of war against all others; hence life in the state of nature is solitary, poor, nasty, brutish, and short. But Rousseau argues that previous accounts such as Hobbes’ have all failed to actually depict humans in the true state of nature. Instead, they have taken civilized human beings and simply removed laws, government, and technology. For humans to be in a constant state of war with one another, they would need to have complex thought processes involving notions of property, calculations about the future, immediate recognition of all other humans as potential threats, and possibly even minimal language skills. These faculties, according to Rousseau, are not natural, but rather, they develop historically. In contrast to Hobbes, Rousseau describes natural man as isolated, timid, peaceful, mute, and without the foresight to worry about what the future will bring.
Purely natural human beings are fundamentally different from the egoistic Hobbesian view in another sense as well. Rousseau acknowledges that self-preservation is one principle of motivation for human actions, but unlike Hobbes, it is not the only principle. If it were, Rousseau claims that humans would be nothing more than monsters. Therefore, Rousseau concludes that self-preservation, or more generally self-interest, is only one of two principles of the human soul. The second principle is pity; it is “an innate repugnance to see his fellow suffer.” (Second Discourse, Vol. II, p. 36). It may seem that Rousseau’s depiction of natural human beings is one that makes them no different from other animals. However, Rousseau says that unlike all other creatures, humans are free agents. They have reason, although in the state of nature it is not yet developed. But it is this faculty that makes the long transition from the state of nature to the state of civilized society possible. He claims that if one examines any other species over the course of a thousand years, they will not have advanced significantly. Humans can develop when circumstances arise that trigger the use of reason.
Rousseau’s praise of humans in the state of nature is perhaps one of the most misunderstood ideas in his philosophy. Although the human being is naturally good and the “noble savage” is free from the vices that plague humans in civil society, Rousseau is not simply saying that humans in nature are good and humans in civil society are bad. Furthermore, he is not advocating a return to the state of nature, though some commentators, even his contemporaries such as Voltaire, have attributed such a view to him. Human beings in the state of nature are amoral creatures, neither virtuous nor vicious. After humans leave the state of nature, they can enjoy a higher form of goodness, moral goodness, which Rousseau articulates most explicitly in the Social Contract.
Having described the pure state of nature in the first part of the Second Discourse, Rousseau’s task in the second part is to explain the complex series of historical events that moved humans from this state to the state of present day civil society. Although they are not stated explicitly, Rousseau sees this development as occurring in a series of stages. From the pure state of nature, humans begin to organize into temporary groups for the purposes of specific tasks like hunting an animal. Very basic language in the form of grunts and gestures comes to be used in these groups. However, the groups last only as long as the task takes to be completed, and then they dissolve as quickly as they came together. The next stage involves more permanent social relationships including the traditional family, from which arises conjugal and paternal love. Basic conceptions of property and feelings of pride and competition develop in this stage as well. However, at this stage they are not developed to the point that they cause the pain and inequality that they do in present day society. If humans could have remained in this state, they would have been happy for the most part, primarily because the various tasks that they engaged in could all be done by each individual. The next stage in the historical development occurs when the arts of agriculture and metallurgy are discovered. Because these tasks required a division of labor, some people were better suited to certain types of physical labor, others to making tools, and still others to governing and organizing workers. Soon, there become distinct social classes and strict notions of property, creating conflict and ultimately a state of war not unlike the one that Hobbes describes. Those who have the most to lose call on the others to come together under a social contract for the protection of all. But Rousseau claims that the contract is specious, and that it was no more than a way for those in power to keep their power by convincing those with less that it was in their interest to accept the situation. And so, Rousseau says, “All ran to meet their chains thinking they secured their freedom, for although they had enough reason to feel the advantages of political establishment, they did not have enough experience to foresee its dangers.” (Second Discourse, Vol. II, p. 54).
The Discourse on the Origin of Inequality remains one of Rousseau’s most famous works, and lays the foundation for much of his political thought as it is expressed in the Discourse on Political Economy and Social Contract. Ultimately, the work is based on the idea that by nature, humans are essentially peaceful, content, and equal. It is the socialization process that has produced inequality, competition, and the egoistic mentality.

c. Discourse on Political Economy
The Discourse on Political Economy originally appeared in Diderot and d’Alembert’s Encyclopedia. In terms of its content the work seems to be, in many ways, a precursor to the Social Contract, which would appear in 1762. And whereas the Discourse on the Sciences and Arts and the Discourse on the Origin of Inequality look back on history and condemn what Rousseau sees as the lack of morality and justice in his own present day society, this work is much more constructive. That is, the Discourse on Political Economy explains what he takes to be a legitimate political regime.
The work is perhaps most significant because it is here that Rousseau introduces the concept of the “general will,” a major aspect of his political thought which is further developed in the Social Contract. There is debate among scholars about how exactly one ought to interpret this concept, but essentially, one can understand the general will in terms of an analogy. A political society is like a human body. A body is a unified entity though it has various parts that have particular functions. And just as the body has a will that looks after the well-being of the whole, a political state also has a will which looks to its general well-being. The major conflict in political philosophy occurs when the general will is at odds with one or more of the individual wills of its citizens.
With the conflict between the general and individual wills in mind, Rousseau articulates three maxims which supply the basis for a politically virtuous state: (1) Follow the general will in every action; (2) Ensure that every particular will is in accordance with the general will; and (3) Public needs must be satisfied. Citizens follow these maxims when there is a sense of equality among them, and when they develop a genuine respect for law. This again is in contrast to Hobbes, who says that laws are only followed when people fear punishment. That is, the state must make the penalty for breaking the law so severe that people do not see breaking the law to be of any advantage to them. Rousseau claims, instead, that when laws are in accordance with the general will, good citizens will respect and love both the state and their fellow citizens. Therefore, citizens will see the intrinsic value in the law, even in cases in which it may conflict with their individual wills.

4. The Social Contract

a. Background
The Social Contract is, like the Discourse on Political Economy, a work that is more philosophically constructive than either of the first two Discourses. Furthermore, the language used in the first and second Discourses is crafted in such a way as to make them appealing to the public, whereas the tone of the Social Contract is not nearly as eloquent and romantic. Another more obvious difference is that the Social Contract was not nearly as well-received; it was immediately banned by Paris authorities. And although the first two Discourses were, at the time of their publication, very popular, they are not philosophically systematic. The Social Contract, by contrast, is quite systematic and outlines how a government could exist in such a way that it protects the equality and character of its citizens. But although Rousseau’s project is different in scope in the Social Contract than it was in the first two Discourses, it would be a mistake to say that there is no philosophical connection between them. For the earlier works discuss the problems in civil society as well as the historical progression that has led to them. The Discourse on the Sciences and Arts claims that society has become such that no emphasis is put on the importance of virtue and morality. The Discourse on the Origin of Inequality traces the history of human beings from the pure state of nature through the institution of a specious social contract that results in present day civil society. The Social Contract does not deny any of these criticisms. In fact, chapter one begins with one of Rousseau’s most famous quotes, which echoes the claims of his earlier works: “Man was/is born free; and everywhere he is in chains.” (Social Contract, Vol. IV, p. 131). But unlike the first two Discourses, the Social Contract looks forward, and explores the potential for moving from the specious social contract to a legitimate one.

b. The General Will
The concept of the general will, first introduced in the Discourse on Political Economy, is further developed in the Social Contract although it remains ambiguous and difficult to interpret. The most pressing difficulty that arises is in the tension that seems to exist between liberalism and communitarianism. On one hand, Rousseau argues that following the general will allows for individual diversity and freedom. But at the same time, the general will also encourages the well-being of the whole, and therefore can conflict with the particular interests of individuals. This tension has led some to claim that Rousseau’s political thought is hopelessly inconsistent, although others have attempted to resolve the tension in order to find some type of middle ground between the two positions. Despite these difficulties, however, there are some aspects of the general will that Rousseau clearly articulates. First, the general will is directly tied to Sovereignty: but not Sovereignty merely in the sense of whomever holds power. Simply having power, for Rousseau, is not sufficient for that power to be morally legitimate. True Sovereignty is directed always at the public good, and the general will, therefore, speaks always infallibly to the benefit of the people. Second, the object of the general will is always abstract, or for lack of a better term, general. It can set up rules, social classes, or even a monarchial government, but it can never specify the particular individuals who are subject to the rules, members of the classes, or the rulers in the government. This is in keeping with the idea that the general will speaks to the good of the society as a whole. It is not to be confused with the collection of individual wills which would put their own needs, or the needs of particular factions, above those of the general public. This leads to a related point. Rousseau argues that there is an important distinction to be made between the general will and the collection of individual wills: “There is often a great deal of difference between the will of all and the general will. The latter looks only to the common interest; the former considers private interest and is only a sum of private wills. But take away from these same wills the pluses and minuses that cancel each other out, and the remaining sum of the differences is the general will.” (Social Contract, Vol. IV, p. 146). This point can be understood in an almost Rawlsian sense, namely that if the citizens were ignorant of the groups to which they would belong, they would inevitably make decisions that would be to the advantage of the society as a whole, and thus be in accordance with the general will.

c. Equality, Freedom, and Sovereignty
One problem that arises in Rousseau’s political theory is that the Social Contract purports to be a legitimate state in one sense because it frees human beings from their chains. But if the state is to protect individual freedom, how can this be reconciled with the notion of the general will, which looks always to the welfare of the whole and not to the will of the individual? This criticism, although not unfounded, is also not devastating. To answer it, one must return to the concepts of Sovereignty and the general will. True Sovereignty, again, is not simply the will of those in power, but rather the general will. Sovereignty does have the proper authority override the particular will of an individual or even the collective will of a particular group of individuals. However, as the general will is infallible, it can only do so when intervening will be to the benefit of the society. To understand this, one must take note of Rousseau’s emphasis on the equality and freedom of the citizens. Proper intervention on the part of the Sovereign is therefore best understood as that which secures the freedom and equality of citizens rather than that which limits them. Ultimately, the delicate balance between the supreme authority of the state and the rights of individual citizens is based on a social contract that protects society against factions and gross differences in wealth and privilege among its members.

5. The Emile

a. Background
The Emile or On Education is essentially a work that details Rousseau’s philosophy of education. It was originally published just several months after the Social Contract. Like the Social Contract, the Emile was immediately banned by Paris authorities, which prompted Rousseau to flee France. The major point of controversy in the Emile was not in his philosophy of education per se, however. Rather, it was the claims in one part of the book, the Profession of Faith of the Savoyard Vicar in which Rousseau argues against traditional views of religion that led to the banning of the book. The Emile is unique in one sense because it is written as part novel and part philosophical treatise. Rousseau would use this same form in some of his later works as well. The book is written in first person, with the narrator as the tutor, and describes his education of a pupil, Emile, from birth to adulthood.

b. Education
The basic philosophy of education that Rousseau advocates in the Emile, much like his thought in the first two Discourses, is rooted in the notion that human beings are good by nature. The Emile is a large work, which is divided into five Books, and Book One opens with Rousseau’s claim that the goal of education should be to cultivate our natural tendencies. This is not to be confused with Rousseau’s praise of the pure state of nature in the Second Discourse. Rousseau is very clear that a return the state of nature once human beings have become civilized is not possible. Therefore, we should not seek to be noble savages in the literal sense, with no language, no social ties, and an underdeveloped faculty of reason. Rather, Rousseau says, someone who has been properly educated will be engaged in society, but relate to his or her fellow citizens in a natural way.
At first glance, this may seem paradoxical: If human beings are not social by nature, how can one properly speak of more or less natural ways of socializing with others? The best answer to this question requires an explanation of what Rousseau calls the two forms of self-love: amour-propre and amour de soi. Amour de soi is a natural form of self-love in that it does not depend on others. Rousseau claims that by our nature, each of us has this natural feeling of love toward ourselves. We naturally look after our own preservation and interests. By contrast, amour-propre is an unnatural self-love that is essentially relational. That is, it comes about in the ways in which human beings view themselves in comparison to other human beings. Without amour-propre, human beings would scarcely be able to move beyond the pure state of nature Rousseau describes in the Discourse on Inequality. Thus, amour-propre can contribute positively to human freedom and even virtue. Nevertheless, amour-propre is also extremely dangerous because it is so easily corruptible. Rousseau often describes the dangers of what commentators sometimes refer to as ‘inflamed’ amour-propre. In its corrupted form, amour-propre is the source of vice and misery, and results in human beings basing their own self worth on their feeling of superiority over others. While not developed in the pure state of nature, amour-propre is still a fundamental part of human nature. Therefore goal of Emile’s natural education is in large part to keep him from falling into the corrupted form of this type of self-love.
Rousseau’s philosophy of education, therefore, is not geared simply at particular techniques that best ensure that the pupil will absorb information and concepts. It is better understood as a way of ensuring that the pupil’s character be developed in such a way as to have a healthy sense of self-worth and morality. This will allow the pupil to be virtuous even in the unnatural and imperfect society in which he lives. The character of Emile begins learning important moral lessons from his infancy, thorough childhood, and into early adulthood. His education relies on the tutor’s constant supervision. The tutor must even manipulate the environment in order to teach sometimes difficult moral lessons about humility, chastity, and honesty.

c. Women, Marriage, and Family
As Emile’s is a moral education, Rousseau discusses in great detail how the young pupil is to be brought up to regard women and sexuality. He introduces the character of Sophie, and explains how her education differs from Emile’s. Hers is not as focused on theoretical matters, as men’s minds are more suited to that type of thinking. Rousseau’s view on the nature of the relationship between men and women is rooted in the notion that men are stronger and therefore more independent. They depend on women only because they desire them. By contrast, women both need and desire men. Sophie is educated in such a way that she will fill what Rousseau takes to be her natural role as a wife. She is to be submissive to Emile. And although Rousseau advocates these very specific gender roles, it would be a mistake to take the view that Rousseau regards men as simply superior to women. Women have particular talents that men do not; Rousseau says that women are cleverer than men, and that they excel more in matters of practical reason. These views are continually discussed among both feminist and Rousseau scholars.

d. The Profession of Faith of the Savoyard Vicar
The Profession of Faith of the Savoyard Vicar is part of the fourth Book of the Emile. In his discussion of how to properly educate a pupil about religious matters, the tutor recounts a tale of an Italian who thirty years before was exiled from his town. Disillusioned, the young man was aided by a priest who explained his own views of religion, nature, and science. Rousseau then writes in the first person from the perspective of this young man, and recounts the Vicar’s speech.
The priest begins by explaining how, after a scandal in which he broke his vow of celibacy, he was arrested, suspended, and then dismissed. In his woeful state, the priest began to question all of his previously held ideas. Doubting everything, the priest attempts a Cartesian search for truth by doubting all things that he does not know with absolute certainty. But unlike Descartes, the Vicar is unable to come to any kind of clear and distinct ideas that could not be doubted. Instead, he follows what he calls the “Inner Light” which provides him with truths so intimate that he cannot help but accept them, even though they may be subject to philosophical difficulties. Among these truths, the Vicar finds that he exists as a free being with a free will which is distinct from his body that is not subject to physical, mechanical laws of motion. To the problem of how his immaterial will moves his physical body, the Vicar simply says “I cannot tell, but I perceive that it does so in myself; I will to do something and I do it; I will to move my body and it moves, but if an inanimate body, when at rest, should begin to move itself, the thing is incomprehensible and without precedent. The will is known to me in its action, not in its nature.” (Emile, p. 282). The discussion is particularly significant in that it marks the most comprehensive metaphysical account in Rousseau’s thought.
The Profession of Faith also includes the controversial discussion of natural religion, which was in large part the reason why Emile was banned. The controversy of this doctrine is the fact that it is categorically opposed to orthodox Christian views, specifically the claim that Christianity is the one true religion. The Vicar claims instead that knowledge of God is found in the observation of the natural order and one’s place in it. And so, any organized religion that correctly identifies God as the creator and preaches virtue and morality, is true in this sense. Therefore, the Vicar concludes, each citizen should dutifully practice the religion of his or her own country so long as it is in line with the religion, and thus morality, of nature.

6. Other Works

a. Julie or the New Heloise
Julie or the New Heloise remains one of Rousseau’s popular works, though it is not a philosophical treatise, but rather a novel. The work tells the story of Julie d’Etange and St. Preux, who were one time lovers. Later, at the invitation of her husband, St. Preux unexpectedly comes back into Julie’s life. Although not a work of philosophy per se, Julie or the New Heloise is still unmistakably Rousseau’s. The major tenets of his thought are clearly evident; the struggle of the individual against societal norms, emotions versus reason, and the goodness of human nature are all prevalent themes.

b. Reveries of the Solitary Walker
Rousseau began writing the Reveries of the Solitary Walker in the fall of 1776. By this time, he had grown increasingly distressed over the condemnation of several of his works, most notably the Emile and the Social Contract. This public rejection, combined with rifts in his personal relationships, left him feeling betrayed and even as though he was the victim of a great conspiracy. The work is divided into ten “walks” in which Rousseau reflects on his life, what he sees as his contribution to the public good, and how he and his work have been misunderstood. It is interesting that Rousseau returns to nature, which he had always praised throughout his career. One also recognizes in this praise the recognition of God as the just creator of nature, a theme so prevalent in the Profession of Faith of the Savoyard Vicar. The Reveries of the Solitary Walker, like many of Rousseau’s other works, is part story and part philosophical treatise. The reader sees in it, not only philosophy, but also the reflections of the philosopher himself.

c. Rousseau: Judge of Jean Jacques
The most distinctive feature of this late work, often referred to simply as the Dialogues, is that it is written in the form of three dialogues. The characters in the dialogues are “Rousseau” and an interlocutor identified simply as a “Frenchman.” The subject of these characters’ conversations is the author “Jean-Jacques,” who is the actual historical Rousseau. This somewhat confusing arrangement serves the purpose of Rousseau judging his own career. The character “Rousseau,” therefore, represents Rousseau had he not written his collected works but instead had discovered them as if they were written by someone else. What would he think of this author, represented in the Dialogues as the character “Jean-Jacques?” This self-examination makes two major claims. First, like the Reveries, it makes clearly evident the fact that Rousseau felt victimized and betrayed, and shows perhaps even more so than the Reveries, Rousseau’s growing paranoia. And second, the Dialogues represent one of the few places that Rousseau claims his work is systematic. He claims that there is a philosophical consistency that runs throughout his works. Whether one accepts that such a system is present in Rousseau’s philosophy or not is a question that was not only debated during Rousseau’s time, but is also continually discussed among contemporary scholars.

7. Historical and Philosophical Influence
It is difficult to overestimate Rousseau’s influence, both in the Western philosophical tradition, and historically. Perhaps his greatest directly philosophical influence is on the ethical thought of Immanuel Kant. This may seem puzzling at first glance. For Kant, the moral law is based on rationality, whereas in Rousseau, there is a constant theme of nature and even the emotional faculty of pity described in the Second Discourse. This theme in Rousseau’s thought is not to be ignored, and it would be a mistake to understand Rousseau’s ethics merely as a precursor to Kant; certainly Rousseau is unique and significant in his own respect. But despite these differences, the influence on Kant is undeniable. The Profession of Faith of the Savoyard Vicar is one text in particular that illustrates this influence. The Vicar claims that the correct view of the universe is to see oneself not at the center of things, but rather on the circumference, with all people realizing that we have a common center. This same notion is expressed in the Rousseau’s political theory, particularly in the concept of the general will. In Kant’s ethics, one of the major themes is the claim that moral actions are those that can be universalized. Morality is something separate from individual happiness: a view that Rousseau undoubtedly expresses as well.
A second major influence is Rousseau’s political thought. Not only is he one of the most important figures in the history of political philosophy, later influencing Karl Marx among others, but his works were also championed by the leaders of the French Revolution. And finally, his philosophy was largely instrumental in the late eighteenth century Romantic Naturalism movement in Europe thanks in large part to Julie or the New Heloise and the Reveries of the Solitary Walker.
Contemporary Rousseau scholarship continues to discuss many of the same issues that were debated in the eighteenth century. The tension in his political thought between individual liberty and totalitarianism continues to be an issue of controversy among scholars. Another aspect of Rousseau’s philosophy that has proven to be influential is his view of the family, particularly as it pertains to the roles of men and women.

GREAT THINKERS Jean-Jacques Rousseau
Biography
No other philosopher’s biography is perhaps so well-known as that of Jean-Jacques Rousseau, who made his own life the subject of a number of his writings, including his great autobiographical work, the Confessions. He was born in 1712 in Geneva. His mother died a few days after his birth, and he was raised by his father, a clockmaker, who cared for learning and had Rousseau read classical Greek and Roman literature. His father was forced to leave Geneva while Rousseau was still young. Apprenticed to an engraver, Rousseau eventually left Geneva in 1728, fleeing to Annecy. There at the age of sixteen he met Françoise-Louise de Warens, a woman who would become his benefactor and mistress. Over the next ten years, he earned money as a lackey, engraver, and music teacher. Mme. de Warens sent him during this period to Turin, where he renounced his Calvinism and converted to Roman Catholicism.
Rousseau moved to Paris in 1742 to pursue a career as a musician and composer. In Paris, he soon befriended Diderot, who would go on to fame as an editor of the Encyclopédie. Diderot commissioned Rousseau to write most of the articles for the Encyclopédie on musical subjects, as well as an article on political economy. Rousseau’s time in Paris was interrupted from 1743 to 1744, when he served as Secretary to the French ambassador in Venice.
Rousseau’s rise to fame came with the appearance of his Discourse on the Arts and Sciences, named the winning entry in an essay competition by the Academy of Dijon in 1750. In a famous letter, he describes how, on a journey to Vincennes to visit Diderot, he had an extraordinary vision upon reading the notice of the essay competition: “All at once I felt myself dazzled by a thousand sparkling lights; crowds of vivid ideas thronged into my head with a force and confusion that threw me into unspeakable agitation; I felt my head whirling in a giddiness like that of intoxication.” He claimed that this vision marked a fundamental turning point in his life, and foreshadowed to him the basic principles he would unfold in his First and Second Discourse and his Emile, which he called his three “principal writings.”
In 1752 his short opera Le Devin du Village (“The Village Soothsayer”) was performed at the French court, and his comedy Narcisse was performed at the Théâtre Français. The following year, Rousseau wrote his Letter on French Music (1753), which contrasted Italian opera favorably with that of France. The work sparked a public controversy and even resulted in Rousseau’s being hanged in effigy, as it was viewed as politically seditious.
In 1754, he completed his Discourse on the Origins of Inequality. He returned to Geneva and to the Protestantism of his youth, which allowed him to regain the right to citizenship he had lost with his conversion to Catholicism. In 1755, both the Discourse on the Origins of Inequality and his work Political Economy appeared (the latter in the fifth volume of Diderot and d’Alembert’s Encyclopédie).
In 1756 Rousseau settled in a cottage, the Hermitage, on the estate of Mme. d’Epinay, a friend of many of the philosophes. There he began work on his novel Julie, or the New Heloise. After quarrels with Mme. d’Epinay and with Diderot, Rousseau moved to the country home of the Duke of Luxembourg at Montmorency. In 1758 his Letter to M. d’Alembert on the Theatre was published. It offered a critique of d’Alembert’s article on Geneva in the Encyclopédie. This work made final Rousseau’s public break with most of the philosophes. Julie was published in 1761 and soon becomes one of the best-selling works of the century. Rousseau received thousands of letters from admiring readers, many of whom refused to believe that the characters of the love story were mere literary inventions. This period was to become Rousseau’s most productive. In 1762 both On the Social Contract and Emile were published. Owing especially to each work’s heterodox discussion of Christianity, both were condemned by the authorities and publicly burned in Geneva and Paris. The French government ordered Rousseau’s arrest. As a result, Rousseau fled to Neuchâtel, then governed by Prussia.
At Neuchâtel from 1763 to 1765, Rousseau, among other writing, drafted his Constitutional Project for Corsica. At this time he also began work on his autobiography, the Confessions. In the period following, Rousseau endured increasingly hostile attacks from various leading writers, and eventually decided to leave for England, accepting an offer from the philosopher David Hume to join him there. After two years in England, Rousseau, having quarreled with Hume, whom he (falsely) suspected of drafting an anonymous pamphlet attacking him, returned to France in 1767.
During his final ten years of life, Rousseau completed a number of other works. He composed the Considerations on the Government of Poland and Dialogues: Rousseau Judge of Jean-Jacques in 1772, although both were published only posthumously. He composed his final work, The Reveries of a Solitary Walker, in 1777.
Rousseau died suddenly on July 2, 1778. The publication of the Du Peyrou-Moultou edition of his collected works appeared in 1782, and made available to the public for the first time many of his autobiographical writings and later political works, as well as letters, fragments, and other shorter works. In 1794, Rousseau’s ashes were moved to the Panthéon.

An Introduction to the work of Rousseau
Few political philosophers have provoked such varying interpretations as Jean-Jacques Rousseau (1712–1778). The reader who approaches Rousseau for the first time encounters an author apparently fond of great paradoxes, offering what often seem incompatible principles—praising, for instance, Sparta and austere political virtue in one work, and extolling the goodness of the solitary individual and the private enjoyment of the sentiment of existence in another. Indeed, Rousseau has been claimed as the inaugurator of socialism and nationalism on the one hand, and romanticism and existentialism on the other. He was accused early on of inspiring some of the most extreme aspects of the French Revolution and was held up as an authority by Robespierre. Yet, alongside the portrait of Rousseau the republican revolutionary, there are others who have claimed to find in his writings a political teaching of anti-modern reactionary conservatism, replete with hostility to commerce and industrial development, the condemnation of large nation-states, and an opposition to the spread of scientific knowledge generally.
Rousseau himself was aware of the paradoxical impression his thought made, and discusses the issue in his Letter to d’Alembert on the Theatre and other places. Yet Rousseau tells us that all of his major works, starting from the work that first made him famous, the First Discourse (the Discourse on the Arts and Sciences), form a “system.” Each rests on the same fundamental theoretical foundations, which spring from a single principle. In a late work, Rousseau has a character summarize the lesson he has drawn from a careful reading of Rousseau: “I saw throughout the development of [Rousseau’s] great principle that nature has made man happy and good but that society corrupts him and causes his misery.”
What is the nature of man’s current corruption, and what are its deepest causes, according to Rousseau? Of what, in his view, does man’s “natural goodness” consist? What solution or solutions might there be to cure human beings of their present maladies? The overview of Rousseau’s thought that follows considers in very brief outline how these central questions are developed in Rousseau’s most important political works.

Discourse on the Arts and Science–The Critique of the Enlightenment
“What will become of virtue if riches are to be acquired at any cost? The politicians of the ancient world spoke constantly of morals and virtue; ours speak of nothing but commerce and money.” – Discourse on the Arts and Sciences (1750)
Rousseau’s political writing begin from his allegation of mankind’s corruption in modern European political life. He appears as a critic of the Enlightenment and its animating view that advancement in the arts and sciences is inextricably linked with moral and political progress. In response to a prize essay competition from the Academy of Dijon, which posed the question, “Has the restoration of the Sciences and the Arts Contributed to the Purification of Morals?”, Rousseau offered the iconoclastic argument that such a restoration had failed to do so.
Rousseau argues that the popularization of philosophy by enlightenment thinkers is in fact its vulgarization–animated not by the pure love of wisdom but by the desire for social honors and prestige. Modern society, so far from lifting Europeans from their former servitude in feudal Europe, in fact fosters new forms of dependence and servitude. The manners of polite society, Rousseau admonishes, are but a counterfeit of virtue with which one masks one’s selfishness for the sake of one’s vanity. Above all, the Enlightenment accords naturally with despotism because it is hostile to religion and even tends to breed atheism, whereas the political virtue of such societies as Sparta and the Roman Republic was animated above all by their citizens’ civic piety.
The First Discourse is highly rhetorical, and its surface impression can mislead about its deeper thesis. It occasioned a number of attacks, to some of which Rousseau took the trouble to reply. (In addition, his short writing Preface to Narcissus offers a useful summary of his argument). Rousseau was accused of attacking learning and science while himself obviously being a man of great learning, of desiring a return to primitive barbarism, and of advocating the burning of the great libraries of Europe. In clarifying his views Rousseau stresses several points. First, his thesis extends beyond the specific question posed by the Dijon Academy, for he holds that there is a fundamental opposition between science and political virtue as such, not merely in his own day. Hence his thesis is not primarily historical, but theoretical. He does not deny that as compared to the medieval period and its scholasticism (which he calls “a state worse than ignorance”), the period immediately following represented a manner of progress. Yet a lesser corruption relative to this earlier extreme must not be mistaken for the “purification of morals.”
Second, Rousseau rejects the accusation that he is an enemy of the arts and sciences. They harm a virtuous political order, but for a society that is already corrupt, it is only the arts and sciences that can ameliorate the effects of corruption for those few who have “not yet become bad.”
Finally, Rousseau emphasizes that science as such is not bad. It is the natural calling of those “few sublime geniuses” of the human race (such as Bacon, Newton, and Descartes). Rather, science or philosophy is not suitable for “man in general.” Rousseau avails himself of the ironic proclamation that he is an “honest man who knows nothing and esteems himself none the less for it.”
Rousseau understands his First Discourse to be the work of a philosopher aimed at the protection of “man in general” from the dangers of philosophy. At the same time, because the Enlightenment popularization of philosophy impoverishes it, he aims also at the protection of true philosophy. This dual intention must be kept in mind when interpreting all of Rousseau’s later works.

The Second Discourse – Nature, Human Nature, and the History of Humanity
“The Philosophers who have examined the foundations of society have all felt the necessity of going back as far as the state of Nature, but none of them has reached it.” – Second Discourse
Rousseau states in the Confessions that his Discourse on the Origin and the Foundations of Inequality Among Men (or Second Discourse) is the work in which his principles “are made manifest with the greatest boldness, not to say audacity.” He takes up the theme of the state of nature, and offers a critical reply to Hobbes and Locke, each of whom had made the concept central to their political teachings. While Rousseau accepts Hobbes’s anti-Aristotelian contention that human beings are not by nature political animals, he rejects Hobbes’s description of the state of nature, accusing Hobbes and others of projecting back onto natural man the vices and psychological characteristics of man already living in society.
Part one of the work depicts human beings who are not yet corrupted by entrance into civilization. This state is not a war of all against all, as Hobbes had claimed. The human being in this pure state of nature is “naturally good,” by which Rousseau means that he is self-sufficient—nature supplies him with what he desires, his wants never outstripping his needs. Man in the pure state of nature is for Rousseau not a “noble savage,” as is sometimes claimed, but an amoral, even quite stupid animal. He is solitary, apart from chance meetings occasioning the opportunity for sex and reproduction; care of children by females is minimal.
The single characteristic that sets humans apart from other animals is what Rousseau calls “perfectibility.” Man is more malleable than the other animals, possessing the ability to learn and devise better means to satisfy his needs. Rousseau denies that man’s movement out of the pure state of nature is teleological or providential. Rather, what lifts man is a series of “accidents” that eventually bring about the development of greater intellectual and psychological capacities, the capacity for language being the most significant. This process eventually lifts natural man from his pre-social state into the most primitive social groupings. Rousseau calls this age of primitive society the “happiest and most durable epoch” and the “best state of man.” But, his view is complicated, for he later describes this putative best state of man as one in which “vengeances had become terrible and men bloodthirsty and cruel”; and, this putative best epoch occurs before “all our faculties” as human beings have developed. Rousseau’s presentation of human history here points toward a tension between the “good” of man in general or of the human species, and the “good” of man when he is considered as an individual being with the capacity for reason, science, and philosophy.
In unfolding his conjectural history Rousseau goes on to describe the genesis of agriculture, family life, and the idea of private property. The fundamental basis of conventional inequality arises from the unequal distribution of property. The political community that protects private ownership originates in an act of fraud by the few rich, who wish to dominate the many poor, an act Rousseau memorably describes as “the most well-conceived project ever to enter the human mind” by which a “few ambitious men henceforth subjugated the whole of Mankind to labor, servitude and misery.”
In the pure state of nature, man (and other animals) possesses two traits: amour-de-soi, or a natural love-of-self consisting of the desire to preserve oneself; and pitié, or a spontaneous form of compassion occasioned by witnessing the suffering of others of the same species. Although both traits remain in some form in civil society, each is transformed by the emergence in man of a third trait or power of the soul–amour-propre, or self-concern that originates in men’s ability to compare themselves with one another and the corresponding desire for social esteem. Rousseau’s theory of amour-propre is complex. His presentation often seems wholly negative; it is depicted as the source of man’s base vanity and his desire to dominate others, and of his servitude to the opinions of others and hence his loss of true inner freedom. Yet Rousseau also sees amour-propre as the origin of all the moral and social virtues.

On the Social Contract — The Foundations of Political Freedom
“Man is born free, and everywhere he is in chains. One who believes himself the master of others is nonetheless a greater slave than they. How did this change occur? I do not know. What can make it legitimate? I believe I can answer this question.” – On the Social Contract
The problem of man’s corruption provides the starting point for Rousseau’s political treatise, On the Social Contract, which presents itself as offering a political solution in the form of a blueprint for a republican form of government.
Rousseau introduces the work by stating that he takes “men as they are and laws as they can be.” In this way, he seeks to “reconcile…what right permits with what interest prescribes, so that justice and utility are not at variance.” At the same time, in beginning with the proclamation that “man is born free, and everywhere he is in chains,” Rousseau seems to call into question the legitimacy of all existing regimes.
The work is animated by the attempt to reconcile the natural freedom of the individual with the authority of state. As its title indicates, Rousseau follows in the modern social contract tradition of Grotius, Hobbes, and Locke. But he argues that these earlier political doctrines are incapable of securing a morally legitimate political order: Hobbes’s Leviathan state gives legal sanction to despotic rule, while Locke’s commercial republic cannot provide true political freedom, because its formal legal rights merely cloak the domination of the poor by the rich.
The key concept of the Social Contract is what Rousseau calls the General Will, understood as the collective will of the entire citizen body. In obeying the General Will and the laws formed in accordance with it, the individual citizen, Rousseau argues, retains his original, natural freedom, because he is not obeying any outside authority but in fact only his own will.
Rousseau’s account of the General Will has long perplexed interpreters. On the one hand, it seems to present a democratic conception of political authority in which the collective will of a people serves as the basis for all public morality and law. On the other hand, one can view it as a conception of the common good that transcends the desires of the public in any specific circumstance and hence that serves, not as a vehicle for their desires, but as a standard with which to judge them.
Of particular difficulty is understanding what Rousseau means by the statement that the General Will can “never err.” Abstractly, this claim is coherent though tautological—the General Will, because it wills itself, cannot be at variance with itself. Some scholars have pointed to an alternative interpretation: by the General Will’s inability to “err” Rousseau means that the highest authority in a properly functioning society can only be society itself, and never a different authority, namely, the pre-political rights of the individual, or any theological claims of religious authorities.
Two additional features of The Social Contract deserve particular mention. The first is Rousseau’s discussion of the role of the Legislator, whom he describes as the human being of “superior intelligence,” able to see “all of men’s passions yet experienced in none of them.” Political societies require for their founding a lawgiver capable of “changing human nature…of transforming each individual, who by himself is a perfect and solitary whole, into a part of a larger whole.” Such a founder, Rousseau argues, will need to use some kind of religious teaching in order to lend sufficient authority to the laws and customs he introduces (Rousseau gives as examples Lycurgus, founder of Sparta, and Calvin, whom he presents as a founder or re-founder of Geneva). Rousseau’s concept of the Legislator restores to modern political philosophy a theme central to the classical political thought of Plato, Aristotle, and Cicero, and preserved in Machiavelli in the form of the new founder-prince, but which is largely absent from the social contract theories of Hobbes and Locke.
The problem of religious authority, raised in the discussion of the Legislator, is the one with which Rousseau ends the work. The penultimate chapter, on “Civil Religion,” elaborates what Rousseau considers the gravest challenge facing any political project of republican liberty in modern European life. The classical republics that Rousseau offers elsewhere in the work as models all had as their basis civil religions; patriotism and piety were in essence identical, as each city or nation had its particular gods. The ancient Israelites had, according to Rousseau, a civil religion comparable to the pagan peoples under the laws given them by Moses. All this changes with the rise of Christianity, which in its universality and in its distinction between political and spiritual authority creates a situation of divided loyalty or sovereignty for the citizens of any Christian polity. Rousseau offers an extraordinarily bold critique of Christianity in these passages, and it was this part of the work that was most responsible for it being banned in France and Rousseau’s native Geneva in his lifetime. In the closing section of the work, he concludes that Christianity, which he says has “triumphed completely,” makes the re-establishment of healthy political orders impossible.

Other Works
Rousseau authored a number of other works of significance to the development of modern political philosophy. Most important is his treatise on education (written in the form of a novel), Emile, which Rousseau considered his greatest work, and which he intended to be read alongside On the Social Contract. Emile investigates the problem of corruption on the level of the modern individual, via a description of the education of a boy by a philosophical tutor in an ideal environment. Included in the work is a long section, “The Profession of Faith of the Savoy Vicar,” in which Rousseau has a character from his youth present a religious doctrine that appeals to the authority of the conscience and sentiment of each individual, and that seems to deny the conception of divine revelation found in traditional Christianity. (As was the case in On the Social Contract, it was this section of the work devoted to religion that was most responsible for its being banned in France and Geneva.)
Rousseau’s Letter to d’Alembert on the Theatre offers an important discussion of the relation of the arts to the health of a political community. His Government of Poland and Constitutional Project for Corsica offer practical proposals for political reform in his time. His Letter to Voltaire offers an extended consideration of the nature of religion and of the possibility of public enlightenment. In his novel Julie, or The New Heloise, which became an unprecedented bestseller in Rousseau’s lifetime, he offers a model of moral and romantic life to contemporary readers. He also authored three autobiographical works: the Confessions, intended to equal or supplant St. Augustine’s; Rousseau: Judge of Jean-Jacques, consisting of three dialogues, in which Rousseau claims to judge his own career; and the Reveries of the Solitary Walker, his final work.
Although Rousseau claimed that his major works all formed part of a system, his writing is not “systematic” in the standard sense. He elected to present his thought dramatically and hence enigmatically. As he makes clear in Rousseau: Judge of Jean-Jacques and elsewhere, he believed it possible to grasp the wholeness of his thought only by understanding each of his major works in their relation to one another.

Jean-Jacques Rousseau

Introduction
The Geneva-born philosopher and novelist Jean-Jacques Rousseau (1712-1778) has had a significant influence on thinking about childhood and education from the later eighteenth century until the present. Rousseau’s work Emile: or On Education (1762) is concerned, like all of his major writings and like those of many of his Enlightenment contemporaries, with an inquiry into the notion of “progress” and the “perfectibility” of humankind. In Emile, Rousseau argues that the spread of “civilization” has not made human society more perfect but has instead corrupted it. Emile poses as a treatise laying out a scheme for a new form of “natural” education designed both to shield children from this corruption and to prepare them for their inevitable entry into the social realm where it prevails. Instead of resolving this contradiction by providing a tidy pedagogical formula, however, Emile asks to be read ironically, such that it reveals the ideal driving much thinking about education, in the Enlightenment and in post-Enlightenment modernity, to be unattainable, and even a danger.

Origins
Obsessed with origins, Emile in many ways follows from Rousseau’s 1755 work Discourse on the Origin and Foundations of Inequality among Men, which imagines a “state of nature” in which humans originally lived, so as then to identify how inequalities of wealth and power were instituted as a result of the process of “civilization.” Similarly, Emile seeks to pinpoint the moment at which children are first instructed in the social norms that will regulate their lives. At the beginning of Emile, the narrator Jean-Jacques (not to be identified with Rousseau the writer, as we will see) declares: “Everything is good as it leaves the hands of” God, “the Author of things; everything degenerates in the hands of man,” who “wants nothing as nature made it, not even man; for him, man must be trained like a school horse” (37).

Here as elsewhere, Emile echoes John Locke’s An Essay Concerning Human Understanding (1690), which argues that the mind does not possess innate ideas but instead resembles a blank sheet of paper on which impressions, and ideas deriving from them, are inscribed (121). However, Jean-Jacques does not depict the process by which the blank sheet, or tabula rasa, is written on as a felicitous one: as soon the child begins the artificial (rather than “natural”) process of being “trained” in “the hands of man,” the child “degenerates” from a state of original goodness.

Natural Man and Civil Society
However, immediately following the passage from Emile quoted above, Jean-Jacques indicates that he is no mere idealist; he realizes that the child born into a highly structured society (like those of mid-eighteenth-century Europe) cannot remain in the state of nature. Were the child to be left uneducated, he observes, “everything would go even worse [. . .]. In the present state of things a man abandoned to himself in the midst of other men from birth”—and thus one not provided with a socializing education—“would be the most disfigured of all. [. . .] all the social institutions in which we find ourselves would stifle nature in him and put nothing in its place” (37).

The task for the educator, then, is to “civilize” the child while simultaneously striving to retain as much as possible of his natural qualities. In order to demonstrate how this pedagogical enterprise might be carried out, Jean-Jacques invents for himself an imaginary pupil, Emile, who is taught according to these principles from his earliest years until his arrival at maturity, which Jean-Jacques equates with Emile’s becoming a sexual subject and his marriage to “Sophie or The Woman” (357). In addition to Jean-Jacques, Emile, and Sophie, the text introduces a cast of supporting characters who take part in Emile’s education. For instance, he receives a lesson on property rights from his encounter with Jean-Jacques’s gardener, Robert, whose melon-plot Emile usurps for a bean-planting experiment (98-99).
